iN SHARP ADVANCE Other Carrier Issues and U. S. Treasury Group Also Show Gains. BY CHARLES F. SPEARE. Special Dispatch to The Star, NEW YORK, March 23.—A sharp Tecovery occurred today in junior rail- road bonds, which moved up an average of 2 points in the early trading. At the same time there was some improve- ment in higher-grade carrier issues. United States Treasury loans added moderately to the advances in previous sessions. The feature of the foreign department was the unusual strength in Argentine government loans. The rise in the low-grade railroad bonds was complementary to the strength in railroad stocks and reflected the gossip concerning the administra- tion’s plans for improving the trans- portation situation. It is recognized that this cannot avcid a_ drastic re- capitalization of a number of the weaker lines, whose securities are today selling on a receivership price basis. Advantage will be taken of the recently enacted bankruptcy law to effect a revision of bonded debt. Active steps in this direction are promised in the next 30 days. The _strongest members of the Junior railroad group were Missouri Pacific Refunding 5s, Southern Pacific 415s, New York Central Refunding 5s, Baltimore & Ohio 4!2s and 6s, Chi- cago & Northwestern 43s, Erie Refund- ing 5s and Great Northern General Ts, the latter rising nearly 4 points. There was a moderate gain at the same time in high-grade railroad mortgages. Aagin the Interborough Rapid Transit issues were conspicuous for their strength on the revival of talk of a unification scheme. Amusement bonds were heavy. A number of the lower grade public uti(lities rallled, with a rise in American & Foreign Power 55 of 1'; points. The oil refin- ing and producing company bonds were steadier, Texas Co. 55 gunlm: - point. Dodge 6s also advanced a poin The strength in the mlne gov- ernment loans was notable. The 6 per cent issues advanced 2 to 3 points. Some of them for the first time since the early part of this year touched 50, a 10-point recovery from the low. French and British bonds as well as Canadians were heavy. The German list was irregular. 1In the United States Government loan department there were advances of Y to %, with the greatest gains in the distant maturities. There is no definite plan yet under consideration for meet- ing the short-term issues due this year, although rumors have been heard the last few days of the possibility of a large issue of 9 and 12 months’ notes to cover the immediate Treasury re- quirements. - LIFTING OF BAN ON GOLD EXPORTS EPECTED SOON By the Associated Press. It is believed in Washington that the embargo on gold exports will be lifted shortly, but with some limitation set on the amount an individual or corpo- ration may ship out. Under the President's procl&mnuon. no person or institution shall export or otherwise remove or permit to be withdrawn from the United States or its possessions any gold &oin, bullion or certificates, except in accordance with regulations prescribed by or under license issued by the Secretary of the Treasury. In some quarters it is stated such an embargo is unnessary, due to the normal trade balance enjoyed by the United States which should re-establish the foreign exchange value of the American dollar and attract gold to these shores. U. . STEEL CORPORATION TO CUT WORKING TIME By the Associated Press. NEW YORK, March 23.—United States Steel Corporation and its sub- sidiaries plan to reduce working time of salaried employes by 10 per cent on April 1, thus cutting salary cost by that emount, it was learned today. Wage earners in mills and_manufac- turing plants will not be affected. —_— Bank of France Statement. PARIS, March 23 (#).—The weekly statement of the Bank of France shows the following changes in francs: Gold decreased 35,000,000, sight balances abroad decreased 57,000,000, bills dis- counted at home increased 100,000,000, bills bought abroad increased 54,000,- 2000, advances decreased 48,000,000, cir- culation decreased 681,000,000, current mccounts increased 535,000,000. PHILADELPHIA, March 23 (#).—The Pennroad Corporation, in its annual ' statement to stockholders, shows that the net income for 1932 was 5793 897 «a decrease of $3,701,148 compared wif ithat of 1931. ! The statement says that “any lm- ‘provement in general business will be ‘reflected in increased earnings of the companies in which it has stock hold- ings, although the prospect of increased dividend receipts is not encouraging for the near future.” GRAIN EXPORTS GAIN.
