Butler, com= mandant of the Washington Navy Yard, has called attention to the fact that to date only 16 per cent of he Naval Re- serve officers in this district have en- rolled for the correspondence course provided by the Navy Department. He points out in a communication td the Reservists that the courses offer an op- | portunity to officers of both the Fleet and Volunteer Reserve to greatly im- | prove their knowledge of naval topics. | Officers successfully completing a course | have a suitable notation made on their official records. He said that he desired to impress on the officer personnel the desirability of taking advantage of the courses. Courses are provided in the following subjects: Navigation, visual communi- cation, strategy and tactics, interna- tional law, engincering, general naval information, regulations, customs, sup- | ply officers’ course, seamanship. Admiral Butler also has called to the | attention of Reserve officers the avail- ability of courtesy cards. He said it is desired to encourage officers of the Na- val Reserve to visit ships and stations of the Regular Navy whenever oppor- tunity may offer. It is felt, he said, that such visits will encourage a closer | association between officers of the Navy and the Naval Reserve, and will afford the latter officers opportunity for broad- ening their professional knowledge. With this in view there has been de- vised a form of identification cards for Naval Reserve officers, known as the "cvmud States Naval Reserve Courtesy ard.” The commandant said he feels that it is highly desirable for each Naval Re- serve officer to have one of these cards for identification purposes. Any officer | desiring one shall furnish three iden- ‘tical unmounted photographs of him- | s€lf, 115 by 2 inches in sizs. As the offi- cer must sign the courtesy card in the | presence of the commandant's repre- | sentative, it will be necessary to bring | these photographs to the Naval Reserve armory, where the courtesy card will be prepared and signature witnessed. | Orders have been issued transferring from the Volunteer to the Fleet Re- | serve Ensign Owen H.
