FINANCIAL. STOCK PRICES DROP TONEW LOW MARK Selling of Rail Issues Again Depresses Remainder of Market. BY CLAUDE A. JAGGER, Associated Press Pinancial Editor. NEW YORK, April 2.—Selling con- verged upon the railroad shares in to- day's short session of the stock market, and price averages penetrated new low levels for the third successive day. Pressure was relaxed in the last hour, however, and enough short covering appeared to reduce the decline some- what. Extreme losses of 1 to 4 points ‘were numerous, but many of these were cut in half. Close is Heavy. ‘The industrials and utilities gener- ally finished within fractions .of yes- terday'’s final level, but several rails were off 1 to 2 points net. The closing tone was heavy. Trading was in fair volume for a two-hour session, trans- fers approximating a million shares. There was little in the way of fresh news at the end of the week to in- fluence the price trend. Brokers were still depressed over the proposed stock transfer tax, some intimating they might have to go out of business, and this was undoubtedly a psychological factor, although not all quarters in Wall Street were so disturbed over it. Most quarters were inclined to at- tribute the slump in rails to the lowest prices since the 1890s to fresh uncer- tainty over the Interstate Commerce Commission’s holding up approval of a reconstruction loan to the Baltimore & Ohio to pay off maturing bank notes. Only a few important dividend changes have been announced this week. The March quarter, however, was conspicuous for the number of pay- ments reduced or omitted and for the high proportion in this list of changes that affected banks and other financial companies. Railroad Income Rises. As an illustration of how much more influential now in creating market sen- timent is a technical, rather than a practical situation, let us consider the action of railroad’ securities this week, when they showed the first net improve- ment in their monthly statements, but were implicated in a controversy at ‘Washington over the responsibility of railroad bankers to their clients. Due to a close operating policy and the earliest benefits from the wage reduc- tion, the February statement of one- third of all of the class 1 roads indi- cated a larger net operating income in February than in the year previous: also a striking comparison in both gross and net with the January figures. It had been anticipated that when this turn came it would have a marked senti- mental effect on railroad securities. The value of it, however, has been lost in a dispute between the Inter- state Commerce Commission, the Re- construction Finance Corporation and the railroad bankers, which has been carried to the floor of the Senate, over loans to carriers now held by banks which the latter apparently do not wish to prolong for an indefinite period. t | As a result, all railroad securities have been in a state of collapse. ‘There is considerable merit to the argument that a banker who obtains a satisfactory commission from the sale of railroad securities should be willing to extend aid to his clients when they are in need of it. Theé principle is not one, however, that at this time should be made paramount to a grant of as- sistance by a Government agency set up for that purpose under legislative act and required in order to prevent insolvency. It is as much out of order as the Glass bill, with its radical rec- ommendations, which might be car- ried through without disturbing effect and to a gain for sound banking if pro- moted when there is the usual peace of mind in business circles, but which it is now inappropriate to argue or en- force. -We shall not go very far along the road of recovery if every construc- tive measure proposed and grudgingly enacted by Congress is to be paired with legislative meddling with the legitimate processes of business and a new emergency created after an old one has been met.
