BANKERS PLANNING RCANOND PARLE Federal Reserve Stockhold- F ers’ Meeting to Be Held ¢ on April 15. E” BY EDWARD C. STONE. Word has been received by local mem- of the Stockholders’ Association of the Federal Reserve Bank of Richmond Stating that the annual meeting will be held in the Virginia capital on Friday, WApril 15. Complete details of the pro- gram are to be announced soon. About 200 bankers from all parts of the fifth Federal Reserve district, which includes Washington, Maryland, Vir- ginia, West Virginia, North Carolina and South Carolina, usually attend the annual meeting at which vital banking problems are fully discussed. The association makes recommenda- tions to the Federal Reserve Bank of Richmond. These suggestions do not have to be adopted as the association has no direct power over the manage- ment of the bank. However, the dis- cussions are so helpful, as well as in- formative, that the meeting is always wery largely attended. Cfeorge J. Seay, governor of the Fifth District Bank, is always one of the speakers. No doubt his remarks this year will be of special interest. The hotice of the coming meeting is signed by ¥. H. McKee, president of the Na- tionsl Capital Bank of this city, who is president of the association. Light Re-Enters Insurance Field. Charles P. Light, for many years connected with the Washington office of the National City Co., has resigned his position to re-enter the insurance field as special representative here for the Fidelity Mutual Life Insurance Co. ‘of Philadelphia. He has been in Washington 20 years and is a member ‘of the Alfalfa’ Club, the Army and Navy Club, the Metropolitan Club, the Racquet Club and the National Press Club, as well as the Blue Ridge Rod and Gun Club, the Maryland Club of Baltimore and the Commonwealth Club ©of Richmond. At one time he was secretary of the American Highway Association. Following this he became a Tepre- sentative of the Fidelity Mutual Life Insurance Co. at Martinsburg, W. Va. In 1912 he moved to Washington and in 1916 became district manager here Fidelity. R prominent in the Liberty Loan drives and other war activities and was offered a_connection in Wash- ington with the National City Co. of New York in 1918, which he accepted. Mr. Light, however, never gave up his !n;er!stg in life insurance. His de- cision to return to that company, therefore, does not come as a surprise. Fifth District Mills Active. details from the February .n?'?.l:f; March review of the Federal Reserve Bank of Richmond show- that the textile industry in this territory is operating at a higher Tate ;ol production than a year ago. Further- more, fifth district mills consumed mare cotton last month than in either January, 1832, or February, 1931. Labor conditions showed no material change up to the last half of March. Bituminous coal production in Febru- ary exceeded January production, but was approximately 11 per cent below production in February last year. Farm work is reported as well advanced for the ‘season, but the outlook is uncertain as_to prices. Mas{J of the auction tobacco markets in the district closed during February after- selling smaller crops for much lower prices than were sold last year from the ‘yield ¢/ 1930. Tobacco manufac- tured in February was less than in February, 1931, but the decline in this industry was much smaller than de- creases in output shown by nearly all other industries. Building work provided for in Feb- ruary_ permits issued and contracts actually awarded was in smaller volume than in Febraury, 1931, and there were no indications that pointed to much increase in construction work in the near- future. Prince Georges Pays Dividend. The directors of the Prince Georges Bank & Trust Co. recently declared the regular quarterly dividend of 1%: per cent on the outstanding stock, the pay- ment being made today. This bank’s stock is listed on the Washington Stock Exchange and pays 6 per cent a year. It is announced that Saks & Co. will have a temporary office for the collec- tion and adjustment of accounts, at 630 Indiana avenue northwest, over the National Bank of Washington, Isaac Gans and O. B. Vogel being in charge. 'W. W. Marlow, cashier of the Second Natfonal Bank, has been confined to his home for several days with an attack of the prevailing grip. _ Irving Zirpel, secretary and assistant trust officer of the Union Trust Co., 15 tack at the bank after a week’s illness with the grip. Directors of the McCrory Stores Corporation have declared the regular cuarterly dividend of $1.50 per share on the preferred stock, payable May to stock of record April 20 Two-Year Premiom Required. Local representatives of Virginia in- surance companies and other workers in the same fleld, are much interested in the announcement that Gov. John Garland Pollard has signed the bill requiring the payment of two years’ premium, instead of one year, on in- surance policies collectible by the heirs of suieides, Agitation for this change in the law was centered largely in Richmond, where, during the last two years, two suicides had caused a $1,- 300,000 loss to the various companies operating there. Light Trading on Exchange. Mergenthaler Linotype opened busi- ness on the Washington Stock Ex- change today with a small sale at 40. Five sales of Potomac Electric Power 51, per cent preferred, totaling 40 shares, was recorded at 105. Riggs National, American Security & Trust, and Union Trust Company stocks have been added to the list now quoted ex dividend. Many other issues paid dividends today, the checks hav- ing been received in the morning mail. Local'brokers, as well as bankers, were watching with intense interest the re- sults of the new ruling on loaning of stocks ‘in connection with short sales on the New York Stock Exchange, which went into effect today. Spectal Dispatch to The Star. . NEW YORK, April 1.—Stocks al- ternately rallied and reacted in today's market, after yesterday's sharp decline. Fluctuations were confined to narrow limits, however. Traders were even more nervous than the tape showed, and no_effective trend was established. During the first two hours of business, taking the list as a whole, the market ranged higher. Pressure continued against special issues, and a long list of new lows was registered, but.there | was enough covering to bring the av- | erages up. The situation as to the supply of | stocks for loaning was not clarified. Many brokers had not yet received an- swers from their customers for permis- sion to extend accommodation to the shorts, high premiums were charged to the_borrowers, and yet there was no large-scale covering. The stock that seemed to be in least supply was United States Steel common, which condition was reflected in the steadiness of the price a point or more above yesterday's close. The morning recovery accounted for gains of a fraction to a point or two | in American Telephone, Allied Chemi- cal, American Can, United States Steel preferred, New York Central and a handful of cther stocks. The fresh | pressure was exerted azainst utilities, motors, some of the rails and a few specialties. Stocks of two large utility holding companies, North American and Standard Gas, were weak and made new lows. People’s Gas of Chicago broke through its old resistance point on moderate volume. Motors were unfavorably affected by the price cutting in the popular-priced field as well as yesterday's collapse in Auburn. Auburn stcck extended its loss today, down over 4 points during the morning. General Motors and Stude- baker made new lows and so did Du Pont, which has so large an interest in General Motors. The rails were not as active as yes- terday. Atchison, the decline in which unsettled this group Thursday, steadied slightly above its low, but Southern Pacific and Northern Pacific yielded again. Neither with regard to the utilities nor the rails was there any fresh news. In both sections it was lack of buying power rather than liqui- dation which was the reason for the heaviness.
