NEW YORK, March 11—A parallel between the vendors of fake “cures,” against which the Trade Commission ‘wars, and “the demagogue, the fanatic, the reformer and the fool, each the virtues of his own fake ‘cure-all’ remedy” for the depression, last night was drawn by Chairman Willlam E. Humphrey of the commission in an aa- dress before the New York Paint, Oil and Varnish Club. Asserting that conditions cannot be bettered by “raids upon the National Treasury,” Commissioner Humphrey, for many years a Republican member of the House from Washington State, lnuded President Hoover and Congress for relief measures that have been taken. Singling out the moratorium, he asserted that because of it “the Pres- ident of the United States stands forth w’fi a3 the foremost figure of the world.” In a general discussion of the work of the commission Chairman Humghrey stanchly defended the practice of hold- ing trade conferences for various branches of industry to encourage eth- ical practices. Rules adopted by these conferences, which substitute & policy of co-operation for one of litigation, have been adopted by 454,000 business concerns, the speaker said. The chairman also detailed the fight ¢n false advertising, which he declared costs the public hundreds of millions of dollars annually. Through the co-operation of the pub- lishers, he estimated that at least $350,- 000,000 had been trimmed from this annual bill last year. Within the last three years, he sald, fraudulent advertising in general in majgasines and newspapers had been re- duced 50 per cent and “the most repre- hensible class” more than 80 per cent.
