Savings for Taxpayers North Carolina Reorganizes Educational System Other Departments in Bold Action to Save $12,000,000 Annually. This is the fourth of five daily articles telling what five States are doing to help the taxpaver. California will be dis- cussed next BY MALCOLM CUTTING. RALEIGH, N. C,, March 9 (NANA). | —North Carolina wins the palm for the boldest experiment in tax reduction, the most complete reorganization of gov- ernment to lower cost. If a comparative record of State Leg- islatures ever is compiled, that of the General Assembly of North Carolina in 1931 will receive conspicuous mention. Here are the astonishing enactments it brought into being, and the revolu- tlonary changes in State and local gov- ernment these engendered: Public school system placed under State responsibility and support, tax on school property reduced from an average of 47 cents in the school dis- | tricts to a flat State levy of 15 cents | per $100 of assessed valuation, County road system transferred &3 | Btate control and support, more than | 175 county and township road boards abolished, and county road tax elim- inated. Local government commission created to control financial affairs of every unit of government, county and municipal, | limiting particularly incurring of addi- tional debt without approval. Division of purchase and contract created for centralized purchase of equipment and supplies for all State de- partments and institutions, including schools and roads. Taxes Reduced $12,000,000. Appropriations for State departments | and institutions reduced about 10 per | cent, salaries of all State employes, in- cluding teachers, reduced 10 per cent, foliowed by similar salary cuts of public officials in nearly half the counties. As a combined result, total property tax was reduced $12,000,000, or 20 per cent, and total cost of government low- ered $7,000,000, 7 per cent, in the first year. That North Carolina needed & new deal is indicated by figures. In 1918 the cost of government, State and local, was $23,500,000. By 1930 it was $100,000,000. Meantime bonded debt had grown from $70,000,000 to $537,000,000, until 40 cents of every tax dollar went for inter- est and payment of debt Then came a slump in collections. In 1930 more than 35 local units defaulted in interest payments, and the General | Assembly of 1931 was deluged with spe- | cng bills for funding outstanding local | 5y | Gov. O. Gardner demanded complete | reorganization of government and sub- stantial reduction in property tax. Fol- | lowed then the mircale of advanced legislation. | Most revolutionary of new measures | passed, providing greatest reduction in cost, was public school legislation. Es- | tablished in Massachusetts in 1787, the | district system of school administration has been retained generally throughout | the United States. But in late years ten | or a dozen States have changed to the county unit plan. North Carolina is the first to place the entire operation | and support of public schools in the hands of the State itself. State Takes Responsibility. In 1931 the General Assembly passed a law establishing full responsibility of the State for a minimum term of six | months in all public schools, and pro-- viding that State support should be sup- plied in the main from sources other than an ad valorem tax on property. It took two months’ constant debate | and nearly constant deadlock to work out the source of such funds. As this was a pioneer act in advanced school legislation, so was the law which gave the State control of secondary roads pioneering__legislation. _Under this the State Highway Commission assumed complete trol and the! State full responsibility for the support | of 45000 miles of county roads. in addition to 9,000 miles of State high-| ways. All' county and township rc were abolished. including o officials, and the co ax on prop- erty for road purposes, $5.500,000, was eliminated. Contact between Highway | Commission and local communities was County Commissioners. To provide funds the gasoline tax was increased from 5 to 6 cents a gallon, furnishing an additional $2- 500,000. As most of this tax had previ- ously been used on State highways, a larger proportion of it now was devoted to county roads. Prisoners Supply Labor. The law also provided for the trans- | fer of all prisoners in county jails and chain gang ca road employment, 1 labor and relieving t. : counties of thei support. By these various means an | appropriation of $6,000,000 & year was | made for county roads, as compared with $8,250,000. Third in the list of progressive measures was creation of a Local Gov- ernment Commission to supervise finan- cial affairs and limit indebtedness of all local taxing units. Under this arrangement no bonds or notes can be issued until the pro- posal has been reviewed &nd ap- proved by the Local Government Com- mission. If approval is denied, how- ever, the debt still can be incurred by popular_vote.
