Keith of Costa Rica declared in addressing members and guests of Alpha Chapter of Delta Phi Epsilon, foreign service fraternity, at a banquet at Sholl's Grill last night. About 60 were present, “The opportunities there are open to the dyed-in-the-wool pioneer,” he said. “But it is necessary to have the ‘spirit’ of the country, for cash alone will not bring success.” The continued rule of the Marines in Nicaragua was criticized by Mr. Keith. Marines Called Handicap. “You should keep your Marines up here and let them concentrate on Chi- cago,” he stated. “Sandino would be | of no importance if it were not for the Marines. If the United States were to recall them, Sandino would fade into oblivion. We can handle him very effi- clently ourselves.” Mr. Keith also expressed the belief that the Federal Government should open up its service to persons who are interested in promoting more than their own ideas of culture in the Central American republic: F. M. Anderson, assistant legal ad- viser of the State Department, reviewed the opportunities for American trade and commerce in the Near East. There is large opportunity there, he declared, to correct the mistaken impression of the United States that has been car- ried in the news. Chapter's Growth Reviewed, Dr. W. H. E. Yeager, national secre- tary of Delta Phi Epsilon, reviewed the growth of the fraternity’s chapter roll and told of future prospects for new chapters. Other speakers were Daniel Casey, professor of exporting of Georgetown University; Dr. R. S. Harvey, attorney, and Dr. Arnold W. Spanhoold, head of the German department at George- town University. BUTCHER'S KIDNAPER GETS 12-YEAR TERM Becond of Trio Who Abducted New York Man Gets Sen- tence. By the Associated Press. NEW YORK, March 11.—A second man convicted of kidnaping an upper Bast Side butcher, for which one pris- oner already is under a life sentence, was sentenced to serve 12 to 20 years in Sing Sing Prison. Judge Charles C. Nott, jr, in sen- tencing Max Lipsky, 32, said kidnaping was one of the most serious offenses known to the law, but he would con- sider the jury’s recommendation for leniency and also that Lipsky had a previously good record. Counsel for Lipsky had asked that Judge Nott impose the maximum sen- tence and grant a stay during good be- | havior. Lipsky wa$ convicted February XQ' last with Sam Lesser, alias Harry Har- vey, and Leon Golden for the kidnaping on October 13 last of Sidney Mann, a Butcher. Golden, posing as & detective, took Mann from his apartment to Lip- sky's apartment. Ransom of $50,000 was demanded. Mann gave them all he had with him, $75, and shortly after his wife delivered® $725. ‘A few days later Mann was released and notified the police. Leon Golden was sentenced to a life term by Judge Nott on March 2. The g;dae sald it would be necessary for to impose a sentence of 50 years on Lesser, as Lesser was a second of- fender.
