HEAWAY PRTROL Y INAVALLE Mount Vernon Memorial Rookie Force Must Await Completion Formality. Diminishing District funds, available for payment of United States park police, are beginning to worry officials of the Office of Public Buildings and Public Parks because the rookie police- men, signed up in anticipation of tak- ing over the Mount Vernon Memorial Highway, cannot be paid out of the special Federal appropriation until the road is formally turned over to Lieut. Col. U. 8. Grant, 3d.'s office. The highway is still in the hands of the Bureau of Public Roads, Depart- ment of Agriculture, save for week ends, when the United States park police patrol it. The park police on duty in the District of Columbia are paid out of District funds. Congress has created a special Federal fund for paying police on the Mount Vernon Memorial High- way. Capt. Ray C. Montgomery, U. 8. A., superintendent of the United States park police, has been assembling the nucleus of the force that will police the new highway in anticipation ef its being turned over almost any time. Opening Date Delayed. The permanent opening date has been de?:yed from time to time and highway. The bu- reau explains that it is necessa have work trucks travel back and forth on the road {o repair parts that have settled, clear off the dirt that has been washed down by the rains and generally carryyon the work of grading and land- scaping. The five new men taken on the United States park police force are John .W. *Mason, Vincent W. Cleary, George C. Hebble, John A. Henricksen and Charles P. Apfelbeck. Altogether there will be 12 men detalled to the Mount Vernon Highway police group, 3 of them being sergeants. Pay From District Funds. As Col. Grant has not yet taken over jurisdiction of the Mount Vernon High- way and is not likely to for some time, the pay of the new men continues regu- larly to come out of the District funds. In the second deficiency bill, last year, Gnnfire:s appropriated $13,100 for the police force to be engaged in patroling the Mount Vernon Memorial Highway and for the purchase of their equipment. Under the District appro- priation act of 1932 Congress appro- priated $180,885 for pay and allowances of the park police, with $15,160 for equipment.
