Every with a NEW Number | BURMESE LEADERS GATHER IN LONDON Probiem of Autonomy Be- lieved Easier of Solution Than Indian Problem. By the Associated Press. LONDON, November 28 —Far off the road to Mandalay, the political leaders of Burma, clad in fanciful silks and redolent of exotic scents, met yesterday to begin the formuation of a constitu- tion which will make Burma an auton- omous province within the British Em- pire. The muffied boom of Big Ben, tolling the hour of assembly, might al- most have been the tinkling bells of Pagoda far away in the East as the 23 delegates gathered in the robing room of the House of Lords to hear the open- ing address by the Prince of Wales. In their shining skirts and jackets of pink, mauve and red, with gay ban- danas tied in great feminine bows about their foreheads, thess strangers brought Kipling’s poem to London's door, Feeling of Good Will. “I know from my visit to Burma 10 years ago,” said the prince, “that the Burmese are a warm-hearted, hospit- able people. Britain is warm hearted, too. and toward the people of Burma :ndl th{}i}r bélrdr[‘sx;) of political responsi- ity the Brit people feel not bu;“good will.” e s reference to their kindly nature emphasized the vast difference in men- tality and outlook between the Burmese, who are of Chinees origin, and the In- dians, who comprise a score of different races. They have no communal prob- lems, no racial animosities, no caste system, and it is thought the Burmese problem will be much easier to so than the Indian. Problem Still Unsettled, The Federal Structures Committee of the Indian round-table conference brought its sessions to an end last mggz;le;:w&g l?diasrcbnsulutmnal fu- atter for “further c rel a.n;i cgn’xsu, ltation." onference n arewell address to the mem- bers, who had dcvoted 55 consecutive sessions to the Indian problem, the chairman, Lord Sankey, endeavored to ;;ge:el ;hsgr despondency by saying a eral India was not only possib] pr?;bable, ly possible, but reat Britain must retain con over India's Anances, Lord Sankey suid. because a change in India's constitu. tional relations with the United King- dom which involved a sudden severance of the financial link between the two countries would disturb public confi- dence and therefore place the new Ine \[131:2 government at a grave disadvan- The first plenary session of the full round table conference opencd today. No fewer than 41 speakers have applied to Lord Sankey for permission to be heard, but it was thought likely only the more representative delegates would be given a chance to talk as the gov- ernment wished to dispose of what Mahatma Gandhi described as the “ex- tinct corpse” of the conference by Tues- day and pave the way for the confer- ence on Burma. Gandhi, disappointed but not des- pondent at what he regards as the failure of the conference to settle the Indian controversy, made his final plans to return home. He will leave next ‘Wednesday for Villaneuve, Switzerland, to spend a week with Romain Rolland, his biographer, before leaving for Venice on December 10 to embark for Bombay.
