Harper, former president of the District National Bank, who has been living at his Leesburg estate in Virginia during the Summer and Fall, has returned to the city and taken an apartment_at the Westchester for the Winter. The veteran financier was a Jocal bank president for 27 years and is still deeply interested in ail banking matters. New Cashier Assumes Duti A. L. Phillips, who has just assum his duties as cashier of the North Capi- tol Savings Bank, has been in the bank- ing business since 1914, when he was connected with the Washington South- ern Bank, afterward absorbed by the Merchants' Bank, which later became the Merchants' Bank & Trust Co., and last year merged with the Federal- American National Bank. In 1916 Mr. Phillips joined the staff of the Southern Maryland Trust as as- sistant cashier in the Hyattsville office, coming back to Washington a year later to enter the Commercial National. He left the banking business tempo- rarily, entered the Army and made an excellent record overseas. After the war he returned to the employ of th2 Southern Maryland Trust Co. as cashier, remaining with that institution for fome time in the bank at Marlboro. NEW YORK, October 14.—First rally- ing and then reacting, today's stock | market presented a confusing and un- certain picture. Volume was again moderate and yet there must have been | considerable outside liquidation for the trend to change as abruptly as it did. Domestic news was in the main fa- vorable. The increase in car loadings | at a time when a decrease is normal was highly encouraging, particularly the fact that so much of the increase came under the head of miscellaneous freight. The weekly reviews of the iron and steel industry sounded a cheerful note, although there was no change in rdte |- oL 10508 of production.
