Such information as has been allowed to leak out indicates that the Govern- ment is expecting the bankers to work among themselves and among the life insurance companies and other holders of trust funds, spreading an idea that this is a good time to go easy. This phase of the pro- gram is circumscribed by cold statutory’ requirements, but it has been suggested that there is much discretionary power available, despite the laws. that the Farm Loan Board may employ. Although none of the details of the program has become avaflable, and it Is probable that there will be no shout- ing of them from the roofs of banks or Government buildings, it is made to ap- pear that several governmental leaders are convinced there should be refi nancing employed in many instances as & means of giving the mortgaged prop- erty a chance to pay out.
