Use Dummy Companies. A simple method of operation, through dummy companies, without State distributing licenses, and with storage facilities in out-of-the-way loca- tions, provide the set-up. Gasoline is supplied in one important instance by a nationally known producing company, and irt other cases by independent re- finers seeking an outlet for their prod- uct. Huge profits result in the local mar- ket, judging by the revelations of inves- tigators. widely used palm-greasing methods, successful in liquor bootlegging opera- tions, had had a similar effect on the gasoline situation. Court cases lag when distributers - ere caught, and even the threat of punishment under laws mak- ing evasion of taxes a felony fails to dampen the ardor of the bootleg con- | cerns. When the scope of the operations was shown to extend over many of the States of the Middle West, with unfor- tunate consequences both for large oil companies and for the taxpayers, things sta to move. Now in both Indiana and Illinois established companies and the State government are organizing to put an end to bootlegging.
