COCHRAN DIES IN PASADENA, CALIF. Lifelong Resident of Capital Ex- pires While on Visit to Daugher on Coast. Mrs. Harriet Middaugh Cochran, a lifelong resident of Washington, died Friday at Pasadena, Calif., while visit- ing her daughter, Mrs. Gladys Mid- daugh Hazeltine, according to word re- c2ived here by members of her family. She had recently undergone an opera- tion, and had been visiting her daugh- ter for several months. Mrs, Cochran was formerly Harriet Hunt, daughter of the late William R. and Henrietta Hunt of this city. Her first husband was Ray C. Middaugh, a profminent real estate operator here of the firm of Middaugh & Shannon, Inc., until his death in 1910. She later mar ried the late Eugene Cochran, a busi- ness man of this city, who at one time owned the old Cochran Hotel at Four- teenth and K streets. Besides her daughter, Mrs. Hazeltine, who resides at Pasadena, Mrs. Cochran is survived by a son, Ray Middaugh, and a brother, Joseph R. Hunt, both of this city. The body will be returned to Wash- ington for burial. AIR MEET RAINED OUT Winnipeg Event Postponed—Flyers to Press on to Regina. WINNIPEG, Manitoba, July 11 (A).— Rain clouds swept into Winnipeg today a short time after the trans-Canada alr pageant fleet returned from Bran- don. After a heavy downpour, the aviation meet was postponed until Au- gust 3. If weather permits, the cross-Canada planes will start westward tomorrow, flying to Regina, Saskatchewan, where the pageant is scheduled for Monday afternoon, en route to the Pacific Coast. Spillman, 67 years old, one of the leading economists of the Agricultural Department, with which he had served since 1902, died yesterday morning at Garfield Hospital after an operation. Dr. Spiliman had been 1l only a short while, it was said, and went to the hos- pital Wednesday night for a gall blad- der operation. He was operated on the next day. For many years the economist had taken part in leading agricultural studies and surveys and his ability in that line was widely recognized. He kad written much on agricultural sub- Jects and for a number of years had been professor of staple commodities of world trade at the Georgetown Univer- | sity School of Foreign Service. Dr. Spillman was born October 23, 1863, in Lawrence County, Mo. He re- ceived his education at the University of Missouri, where he obtained his B. §., M. 8. and D. Sc. degrees. He became a specialist in agricultural economy in 94 and eight years later joined the Federal service, where his promotion was rapid. From 1905 to 1918 Dr. Spill- man served as chief of the office of farm management and from 1918 to 1921 as consulting specialist of the same bureau and assoclate editor of the Farm Journal. Under the reorganization of | the department he has served since 1921 as consulting specialist. Special Plant Studies. Dr. Spillman made special studies in | the heredity of plants and was interna- tionally famous as the independent dis- coverer of Mendel's Jaw of recombina- tion in 1901 and as the discoverer of the mathematical form of the law of dimin- ishing returns in 1920. During a long period of writing for scientific maga- zines he served as editor of the heredity section of the American Naturalist from 1908 to 1915, He was a fellow of the American Association for Advancement of Science, member of the American Academy of Sciences, the Society for the Promotion of Agricultural Science, the American Farm Economics Associaticn and other | scientific bodies. Among some of Dr. Spillman's most prominently known publications were “Farm Grasses of the Unitsd States “Farm_Science,” “Farm Managemen and “Balancing of the Farm Output.” | He was also the joint author of a wide- |ly known volume on “The Law of Diminishing Returns.” Dr. Spillman resided at 1705 Lanier place. He is survived by his widow, Mrs. Mattie Ramsey, formerly of St. Louis, and a son, Dr. Ramsey Spillman of this city. Loss to University. Upon learning cf Dr. Spillman’s death | yesterday, Dr. W. Coleman Nevils, S. J., | Dresident of Georgetown University, on | Whose faculty the economist, bad served 110 years, said: “The death of Dr. Spill- |man is a great loss to Georgetown | University. His executive ability and | practical wisdom were of invaluable | assistance to the administration. He possesed in a supreme degree a charm of character and depth of learning and he had a magnetic influence over students and faculty.” | Dr. Edmund A. Walsh, 8. J, regent | of the school, said that Dr. Spillman’s death was a serious loss to both faculty and students because of the deep af- | fection and respect entertained for him on all sides. “Dr. Spillman's knowledge in his chosen field of agricultural economics | was unsurpassed and his ability to | communicate the fruits of his long ex- | perience was exceptional the regent | sald. “His contribution to c¢ducation | was not less than his long service to the Government.
