CHICAGO, June 30.—The peace of mind of Chicago hoodlums, already dis- turbed by the activity of Federal offi- clals, received a further jolt today Wi(h_ the news that a serie; of new laws,| aimed at gangsters and criminals, would | go _into effect in Illinois Wednesday. ‘These measures, just signed by Gov.| Louis L. Emmerson, put teeth into gun- toting statutes and curb the evils of | bail bonding. They are intended to add | to the troubles-of those who thrive on | law-breaking. | Clever gangland attorneys in the puti have maneuvered around laws against carrying concealed weapons, because the ] statutes required concealment on the! person. Guns were carried on the seats or in special pockets of automobiles. The new law makes it a crime for any person to carry any firearm in a, motor vehicle with the intent to use| it in the commissicn of any crime, or | for any person who habitually asso- ciates with thieves or frequents houses | of ill fame cr gambling places to carry | any firearms in a car. i This same law makes it unlawful to change, alter or obliterate the name of | the maker, model, number or other | identification mark on any firearm.| Possession of a gun so altered would be rima facie evidence that the pcssessor | fud changed the markings. It also is| unlawful for any person to carry a fire- arm in a motor vehicle within 10 years after violation of the act. The other bills, backed by the Com- monwealth Club, an organization of prominent business men, and signed by the Governors, provide for licensing professional bondsmen. Courts are given the power to revoke the licenses of bondsmen charging extortionate rates or attempting to interfere with the ad ministration of justice. The bills also| correct a technicality which made it al- | most impossible to collect on forfeited bonds. June 30.—A petition to have: Bennett Bishop, 69-year-old heir to a millionsdallar fortune, declared in- competent and a committee appointed for his property was dismissed yester- day by Supreme Court Justice Walsh. ‘The court said of the action brought by a nephew, Dr. Louls F. Bishop, jr.: “The proofs of the matter are insuffi- cient to raise a presumption of in- competency.” Early in May, upon Mr. Bishop's marriage to Miss Marion E.
