BY JOHN A. CRONE. Bpecial Dispatch to The Star. NEW YORK, June 2.—Stocks on the eurb exchange finished at virtually their lowest levels of the session today, after & serles of rallles and relapees. *The ‘session, however, was not as weak as that of Monday. Although virtually every section of Jhe list was well represented in the ‘scores of new lows registered today, the public utilities, because of Gov. Pinchot's speech, and the petroleums. because of a Nation-wide reduction of crude and gasoline prices, proved the ‘weakest shares. Electric Bond & Share was down only fractionally, which was true also of Cities Service, one of the most ac. tive issues in the final half hour. The various Ford shares, too, came in for free offerings just at the finish. Arundel Corporation. SPEARE. Special Dispatch to The Star. NEW YORK, June 1.—Neither in the rate of interest nor in the amount of of -the issue did the terms of the pro- new Government loan announced meet the expectations of t! community. I'. had been anticipated that the n rate would be either 3 per cent cheroenr..-ndmv. the size of | 2nd '.Iu wouls d be between $1,000,000, 000 and $1,500,000,000. Apparently a eonxr'omhe was made toward the end of negotiations, resulf per cent bond in the amount 000,000, to be- offered immediately l d to which the public is expected to sub- scribe liberally. - Lowest Rate Since-War. The rate is the lowest on any long- | term Government paper since the war. | The maturity of 18 years, with an-op- tional call date at the end of 15 yea places the issue in point of maturity after the several 3% per cent Treesury notes, with the optional date coinciding with that on the Treasury 33, per cent notes and one year earlier than the op- tional date on the 'nmury 4Y, per cent notes. For this reason it had been as- sumed that the new issue might be given a life of 20 years, when much of the present Government paper would have been refunded, including tbe Lib- erty 3* per cent fully tax-free bonds, which mature in 1947, but niay be called in 1932, The general impression among Gov- ernment bond people today is that the to be carried out this year in order to obtain funds for meeting the Govern- ment deficit and to make the first step forward in planning for the refunding of the $6,200,000,000 of fourth Liberty 4les, which may bs taken up in 1933, but which do not mature until 1938. ‘The reason for this belief is based on the extreme ease for money at me{ present time and the tremendous de- | stock. kPlus 10% in stock. m Plus 3%_in stock. » Paid last year—no regular rate. BIGGER U. S. GOVERNMENT LOAN IN WALL STREET Size and Interest Rate on New Issue Were Surprise in Financial District. ription Seen. mand from all sources for Government paper. This inquiry has so far concen- trated on the short-term Government issues and has forced them to new high prices and to a level where yields are from 3, of 1 per cent to 1 per cent less than thlt now placed on the. d Government 18-year loan. sub- this loan 'fl} be the first to ,000 of Treasury certificates of in- x%wmnllmmmlsmdm payment for the new K cent bonds, it is ce remaining for public subscription 1s so small that it is likely to be many times oversubscribed. Not all of flle holden of the short-term certificates of indebtedness will substi- tute an 18-year bond for them, although fhe rate of return on the latter is much ‘hilher than that on their present hold- ings. lome effect on the existing long-term Government, issues and on municipal bonds ia expected to result from to- day’s offering, which outbids the former from the standpoint of yield. Evidence ot this has been given recently in the ftening in the market for the United SMQQIM 41,8 after they had ad- vanced above 105, as ell u in the va- rious Treasury certifical long-term character. Cheap Money Seen. As a stimulus to the general bond market the issue may have some ef- (eu,b\ltunlnnbmbewheunhm needed, namely, in the high-g cor- poration bonds. The rate of interest is an evidence that the officials believe money will be cheap for a long period and that they intend to do as much of their refunding as is possible Curing this era of low interest rates. This is not consistent -with the argu- ment that the rate on the new bonds is a sign of reviving business. (Copyright. 1931.) Chicago Grain By the Associated Press.
