Special Dispatch to The Star. NEW YORK, June 2—The stock market went into new low ground to- day, but the decline was not as severe as on Monday and it was punctuated by intervals of recovery. Prices opened lower, rallied in the second hour, had a sinking spell in the early afternoon, then another rally and finally sold off at the close. Taking it all in all, there was evidence that the liquidation was not as pressing as it had been. ‘The market was unfavorably affected by the address of Gov. Pinchot of Pennsylvania to the Conference of Governors, attacking the public utili- ties. The attitude of Gov. Pinchot on this subject is well known and there was no reason for the market to be surprised, but it was in a mood to take fright at every shadow. Discussing the | depressed condition of the market for; forelgn dollar bonds, H. M. Addinsell of Harris, Forbes & Co., however, ex- presses the opinion that prices are now well below intrinsic values, He says: “The demoralized status of our security market is, of course, to a very considerable degree responsible for the drastic decline in the prices of foreign bonds, which present a relatively new investment type in this country and which have not yet become ‘seasoned.” Certain Chilean government issues de- clined approximately 10 points in one of the recent weeks, during which period | there was a total listed trading volume | in several issues of less than 80 bonds. Furthermore, it is _significant _that several foreign issues listed on both the New York and London Stock Exchanges were quoted on the latter exchange as much as 10 points above the American prices.” U. S. TREASURY BALANCE. ‘The United States Treasury balance announced today as of close of business May 29 was $41,060,313.95. Customs receipts for the month to date were $27,463,104.13.
