CAPITAL ELECTRIC | RATES COMPARED Federal Trade Commission Engineer Gives Relative Data on Cleveland. The Potomac Electric Power Co. which has boasted of its low rates and efficient plant operation, has at least| | one rival in the Cleveland Electric II- ! luminating Co., judging from the find- ings of J. C. Dickerman, engiheer-ex-! | aminer of the Federal Trade Commis- sion, who returned to the witness stand yesterday at the commission's hearings on the North American Co. of New York. Both these power companies are subsidiaries of the North American, but Dickerman confined his testimony to the Cleveland company, promising to come back later during the hearings and reveal what he discovered in his investigation of the Washington com- pany. Paints Glowing Picture. 1 Dickerman painted a glowing picture of the Cleveland company, which, he aald, closely approached the ideal of |* what a good public utility corporation should be in management, operation and its relation with the public and regulating agencies. The rates charged. he said, are comparatively low for a privately owned concern, but in this| respect the Washington company has | a slight edge, & comparison showing | the initial domestic rate in Cleveland | to be 5 cents a vatt, hour, against the Potomac E Tate of 4.2 cents ‘Domestic consumers in Cleveland, how- ever, can gt current as low as 1.5 cents | if they use enough to fall within the minimum scale. | The Cleveland company, Dickerman declared, closely approaches “that which may be expected of a public utility under good, conservative management, and which conforms to the best ideals of public regulation.” “There is no in- flation, no subordination of the local company to & holding company,” he sald. “The security issues are thor- oughly accrued both by property and earnings; the rates are simple and pro- vide moderate cost service to small con- sumers and low priced service to in- . dustrialists; and, judging from the facilities provided, “the personnel in | charge and the operating Tesults, serv- | fce must be high grade.” One of Largest in U. §. Dickerman explained the Cleveland eompany is one of the large operating electric utility companies of the United States, serving the highly industri- alized city of Cleveland and suburban and rural areas east and west for about | 100 miles along the Lake Erie shore. | Seventy-eight per cent of its voting | stock, he said, is held by the North | American Edison Co., & holding com- | Egn)‘, which, in turn, is owned by the | orth American. | Dickerman also brought out that the | North American, though one of the | country's largest’ holding corporations, is unlike others in the same fleld be- | cause it does not charge its subsidiar- Ses high service fees, nor does it at- tempt to dictate rates and policies.
