PEACE BELIEVED NEAR FOR EVARTS Jailing ‘of Union and Town| Officials Believed to Have Removed Ringleaders. By the Associated Press. HARLAN, Ky, May 15.—With two | mine unlon officers and three officials | of the town of Evarts in jail on murder | charges, Harlan County and military | authorities today believed they had re- | moved from further activity the ring- leaders, who, they said, were responsible for discontent among coal mincrs. Col. Dan M. Carrell, in charge of Kentucky National Guardsmen brought to Harlan County to quel: disorders, strengthened the military patrols at Evarts, lest resentment at the arrests lead to further trouble there. This step was taken after the arrest of William H. Hightower, president of the local union at Evarts. Hightower and the four others were indicted in connection with the slaying of four men in a gun battle last week. ‘The others under arrest are W. B. Jone! secretary of the Evarts Union: Asa Ci sick, Evarts police chief: A. L. Ben assistant chief, and Joseph Caw: town clerk. They are held in jail with. out bond. “Miners Will Help Themselves.” ‘The_union president had criticized Gov. Flem D. Sampson and the pro- gram of the State troops, saying the agreement to send troops here provided that civilian mine guards be disarmed. Troops have replaced guards at several mines, but only when operators have so requested. Hightower claimed the mili- tary authorities sided with the coal operators, and threatened that un- ved miners would “help them- selves” if aid was not received from the | Red Cross or other agencles. The Harlan County Coal Operators' | Association issued a statement blaming | their troubles with the miners on "HXI—‘ tation led by labor leaders living out- | side the county.” Gov. Sampson, in THE EVENING STAR, WASHINGTON, D. C. FRIDAY, MAX' 1 ordering the troops to Harlan County, laid the trouble to “Communists and The Evarts Union holds s United Mine Workers of America charter, No. 5335, but has not enough paying mem- bers to give it official recognition. The union miners are seeking recognition of the union, in addition to disarming of the civillan guards. MAYORS OF 21 CITIES WILL EMBARK TODAY By the Associated Press.
