HYATTSVILLE, Md, March 2. — One of the hottest contests for mayor ever waged here seemed assured today following announcement last night by Councilman E. B. Hilley that he had decided to enter the contest and by former Mayor Willlam A. Brooks that he had determined to withdraw. Councilman Hilley'’s opponent for the chief executive’s post is Lemuel L. Gray, a former councilman, who an- mounced his candidacy recently. Mr. Brooks, who let it be known sev- eral weeks ago that he was in the mayoralty race, has announced that he not only is withdrawing in favor of Councilman Hilley, but wil nominate him for mayor at the citizens’ nomi- nating convention, “April 20. Mr. Brooks was in a delegation of citizens, which also included Dr. Hillary T.
