{A-10 »% SGN L CAUGHT N PRTIVG AN Sponsors Wait Impatiently for Measure’s Arrival for Final Passage. By « Staff Corredpondent of The Star. ANNAPOLIS, Md., March 27.—With the billboard interests having terminat- ed, or at least suspended, their lobbying against the bill to regulate and tax them, sponsors of the measure im- patiently marked time yesterday when their bill, with its amendments, ordered rinted for third reading Tuesday, ailed to reach the State House. ‘The delay was not altogether unex- pected, having been caused partly by the jam in the official printer's office because of the rush of legislative work this weeék, and partly by the numerous amendments to the signboard bill. Printing Is Complicated. The large number of amendments, however, include many duplications. For example, it was agreed to change the word “tax” to “fee” wherever it ap- peared in the bill, and this alone re- quired more than a half dozen amend- ments, which make the printing of the bill for third reading a complicated sask. ‘The bill passed the second reading in the House without a dissenting vote, and no opposition is anticipated when it comes up for final passage in the lower branch. ‘Those behind the measure anxious to avold as much as possible of the usual last week's legislative jam in the Senate, and want to get it into the upper branch before the end of this week. 5 The apparent termination of the lobbying against the bill was seen as a further indication that it would en- counter no obstacles in passing through the remaining legislative chanuels. Lobbyists who were working against the measure have not been seen in the State House since it was favorably reported by the Ways and Means Committee. are The withdrawal of the lobbyists is | attributed to two factors—the almost universal sentiment manifest in the House in favor of the bill and its modi- fication through amendments so &s to remove all possible arguments against it. Conference Is Planned. As soon as the bill is passed by the House the Delegates who introduced it will confer with Senators Robert G. Hilton of Montgomery County and Lansdale G. Sasscer of Prince Georges County to facilitate its prompt passage through the Senate. Senator Hilton in- troduced a duplicate bill in the upper branch some time ago and Senator Sasscer is the Democratic floor leader | and chairman of the Finance Commit- tee, to which the House bill will be weferred. - Those who introduced the bill and ‘have succeeded in advancing it thus far are Delegates Kent R. Mullikin and Oliver Metzerott of Prince Georges County, Lavinia Engle of Montgomery County and Lawrence P. Willlams of 8t. FRIDAY, MARCH 27, 1931 PAINTER’S WIDOW PENSION KILLED Maryland House Recommits Ward Bill to Ways and Means Committee. By the Associated Press. ANNAPOLIS, Md., March 27.—-The House of Delegates Wednesday virtually killed the Ward bill, which would have provided a State pension for the widow of George Lee, Annapolis painter, slain last month by game wardens, by re- committing it to the Ways and Means Committee from which it was ordered by Delegate Augustus Ward, Somerset County, its sponsor. Delegate Ward, irked at the delay in the committee, today secured and resented ‘to the Speaker a petition aring the names of 15 members to order the bill to the floor without recommendation for action. ‘When the bill was produced, Delegate Lindsay, ' chairman of the committee and Democratic floor leader, imme- diately moved for recommission, with the declaration that the woman has been provided for by the Compensa- tion Commission through employment as & watcher at oyster beds near her home on the Severn River here. He declared the position given her paid more than she would obtain the $30 monthly asked in the Ward for each of her two children until they reached 16 years of age.
