Buttenheim, chairman of the Emer- | gency Committee for Federal Public | ‘Works, announced last night that may- ©ors of 41 cities throughout the country | had indorsed its proposal of a billion- | dollar “prosperity” loan to build needed public improvements. Among those who support the plan, which would help overcome unemploy- ment ard business depression, he said, ‘were Mayor Frank Murphy of Detroit | and Mayor Victor J. Miller of St. Louis. Bond issues aggregating $420,000,000 for public improvement projects had | been approved in many cities and States at the last election, he added, but prompt action was almost impossible, due to so many legal limitations on expenditure of State and city funds. He said State bond issues authorized for public improvement at the last elec- tion included: California, $20,000,000; Illinois, $14,000,000; California” Golden Gate Bridge and highway district, $35,- 000,000; Montana, $3,000,000, and Wyo- | ming, $2,000,000. Were we in need of supporting evi- dence of women's occupancy of the bench we might point out thata the; are serving as judges in other States, including California, New York, Ohi Tennessee, Florida. Pennsylvania, Mich- igan and in the District of Columbia. In these States woman jurists preside over the Supreme, Superior, Municipal and Juvenile Courts, Regardless of the attitude of other States, we must look upon the question as one concerning Massachusetts and Massachusetts alone. Our common- wealth, as is well known, has never hesitated to take a progressive step when there has been established a sound reason for so doing. Confident of Course. It has not been our custom to rush headlong into_a situation which has only a superficial appeal. We have painstakingly studied every phase of a so-called departure from existing prac- tices, and when we have responded it has been with ample confidence that we have taken a truly forward step. That is, I believe, what Massachusetts has done in adding to the roster of its judges, woman attorneys of training, ex- perience and_ability. Not only have woman members of | the bar in Massachusetts indicated their desire to serve upon the judiciary, but men prominent as leaders in the me profession have unhesitatingly averred that they should be called upon to do so. Sees Need of Judges. ‘There is a growing need for woman judges arising on the social side of judicial practice. This has been con- tinually revealed to me in my obser- vation of the care of juvenile delin- quents as well as others of the less foi tunate committed to the care of the state. My own knowledge of condi- | tions_ surrounding many people, young and old, their lack of a guiding hand and their need of tender and merciful influences jeads me to the conviction that there are splendid opportunities for women to serve as judges in the commonwealth. My personal observations have also led me to the conclusion that not only does modern progress require woman judges, but that there are cases which they will be peculiarly and especially qualified to pass upon. Their experi- ence in the home, their natural aptitude for counsel in hours of stress and for dealing with their own, will permit them to mete out justice with an un- derstanding such as only a woman has of the conduct of family life in its | highest sense. It is apparent that changes are com- ing in judicial procedure. Necessarily they must be well considered and grad- ual, but they will undoubtedly come, nevertheless. It would be no surpri to me to see, for instance, the estab- lishment of an orphans’ court and more courts for handling cases of juvenile | delinquency. It was the woman members of the bar themselves who proved through subse- quent years that such a view of the future was sound. As officers of the court they have indicated a desire to uphold in every way the best and highest standards and traditions of the Massachusetts bar. Therefore, not only is the appointment of women judges consistent with the times, but a merited recognition of their capacity and ability. In closing may I repeat that I firmly believe this recognition of womanhood was due. As Governor of Massachusetts I am much pleased to have had the opportunity to bring this about. By the Assoclated Press. NEW YORK, December 15.—Daniel Frohman, theatrical producer, was in a hospital today with an injured shoulder, treated in an emergency operation yes- terday.
