Secretary Adams proposes to submit to Congress plans for a naval building program, but they will embody the thought of the whole service rather than the General Board only. The Sccretary said late yesterday that the General Board recommendations would be submitted to various chiefs of bu= reaus at the Navy Department. “When the building program is com- pleted, it will be a Navy program. The General Board has given to me its studies, which will be discussed thor- oughly by all of us here at the Navy Department,” he said. “We have no naval building program as yet. The General Board has made studies of a program and has submitted the results of thes: studies to me. I presume the results might be called recommendations.
