The. budget for 1930 called for $1,657,957.80. Additional funds will be needed, ac- cording to Elwood Street, chest directar, because of the dissipation of the $100,000 surplus which remained from the 1929 fund, and the 350,000 inaugural fund, which was required to meet this year's demands. Additional Needs Cited. Additional features in the require- ments for 1031, Mr. Street said, are that the Child Guidance Clinic and Children’s Gountry Home, which has operated on a part-time basis this year, will be on full-time basis in 1931; the Episcopal Home for Children has ac- quired new buildings, with consequent growth and mneed for additional funds; the growth of the city with consequent | need for social work. Representatives of the various or- | ganizations represented at the meeting pledged themselves to economies for the remainder of the year. Benefits Derived From Fund. They also said that without the help of the Community Chest in the last 10 | years it would have been impossible to do the work that has been accom- plished. TRAFFIC PROBLEMS T0 BE DISCUSSED Subcommittee Chairman to Meet With Capt. Whitehurst Friday. Sundry traffic problems considered , during the Summer by the subcommit- tees of the Traffic Advisory Committee appointed by the District Commission- ers will be discussed at a conference of the subcommittee chairmen . Priday | afternoon at 4 o'clock in the office of | Capt. H. C. Whitehurst, chief highway | engineer of the District and general chairman of the committee. Capt. Whitehurst called the confer- ence today for the primary purpose of preparing for a plenary session of the committee at which time action will be taken on the recommendations of the subcommittees. The date for the gen- eral meeting has not been fixed, but Capt. Whitehurst said it would be held some time in October. Problems considered by the subcom- mittees cover all phases of traffic regu- lation and control. Outstanding among them are pro- posals for raising the speed limit from 22 to 25 miles an hour and extending the 30-mile speed limit zonmes on ar- terial highways to expedite the move- ment of traffic, abolition of the so- called rotary left turn at controlled intersections and substitution of the standard turn of the Hoover Highway || Conference, and the gradual elimina- tion of all-night parking. Plans for abolishing the office of the traffic di- rector and replacing it with a traffic | engineer also have been discussed. None of the subcommittees, however, has made definite recommendations on any of these subjects. Their recom- mendations are expected to take defi- nite shape after the conference with | Capt.
