TONTRACTORS CREATER ACTVTY Skill, Integrity and Responsi- bility Necessary for Resi- dential Field. Development of assured skill, integ- rity and responsibility in the residential field of the construction industry, with a view to stimulating activity and pub- lic confidence in this branch of build- ing, is to be undertaken by the Asso- ciated General Contractors of America at the Fall meeting of its executive board October 6, 7 and 8 at Rye, N. Y. A plan for the creation of a resi- dence contractors’ section of the asso- ciation’s building division has been rec- ommended by A. E. Horst of Philadel- Rhln, president of the organization, and is cabinet, and is expected to be ap- proved and launched st the Fall board meeting, which will be attended by several hundred of the largest general eontractors of the country. The proposed new section of the association is in line with the objective of President Hoover's White House con- ference on home building and home ownership, to the Planning Committee of which Mr. Horst recently was ap- pointed by the President. Much. Work Expected. Studies of current conditions and past trends in the home building field, ac- cording to Edyard J. Harding, assistant general manager of the contractors’ or- ganization, indicate that much con- structive work can be done through the establishment of such a section on the same principles that have marked prog- ress in handling outstanding problems facing construction in other flelds. Although the Associated General Con- tractors efforts heretofore has been pri- marily devoted to the problems of the larger contractors as a group, leaders of the industry now feel that some national trade association should be provided the residence builder to assist him in better- ing present trade practices and help him in promoting the construction of more and better homes, Mr. Harding states. Sound Basis Objective. In taking this step toward providing for the affiliation of the residence con- tractors with the Associated General Contractors special attention will be given to see that methods of promotion, quality of workmanship, appraisal methods and conditions in the second mortgage fleld are placed on a sound basis, Mr. Harding sald. The present depression, he stated, has given em- phasis to the fact that the credit sys- tem in home building is not as soundly organized as other branches of credit, and this subject will be one of the im- portant questions to be dealt with by the board. Building and loan associations and other financial institutions, small- house architects, bullding supply inter- ests, manufacturers of home building materi~ls, real estate men and other agencies directly involved in the field will be invited to meet on common ground, set up new standards of proce- dure and initiate soundly conceived, ac- tive ms for the stimulation of home building, the creation of new confidence in the minds of the public, and work out equitable solutions to the numerous ills that at present hinder the effective functioning of this branch of construction. The initiative taken by A. G. C. units dn Minneapolis, Minn.; Portland, Oreg., and Spokane, Wash., where home build- ers’ divisions already have been formed, indicate that the contractors of this section of the industry are glive to the ibilities for construction work and hat the basis of national affiliation and national effort will meet with their approval, Mr. Harding believes.
