A resolution directing the judiciary committee to submit to the House a proposal to amend the eighteenth | amendment by vesting in "Congress | exclusive power for regulating intoxi- cating liquors was offered yesterday by Representative Michaelson, Republican, | of Illinois, who described himself as| neither a wet nor a dry, The Illinois member, who was in- dicted and lat°r freed on a liquor charge in Florida more than a year ago, said he had concluded the people in the country held the eighteenth amendment ! and dry laws “responsible for much of | the graft. corruption and crime which has become general.” { The resolution would lay the ground- | work for Nation-wide or Staté referen- dums on the eighteenth amendment and its substitution to give Congress exclusive power to “tax. license, regu- late or suppress the manufacture, sale, | transportation, exportation and impor- | tation of intoxicating liquors.” In a statement inserted in the Con- | gressional Record Michaclson said the plan would “overcome the existing evils of the eighteenth amendment and the dry laws, The regulation of liquor traffic, he continued. was a police regu- Jation and should not be in the Consti- tution, “I think the people have reached the conclusion,” he said, “that the endeav8r to make the country dry by forcs i weakening the foundation of our politi cal institutions and creating precedents which later will result in great harm to the country.” Another ‘proposal seeking to modify the existing dry laws was introduced by Representative McLeod, Republican, Michigan.
