ROME, May 21.—Italy’s decision to Iay down 42,900 tons of fighting ships within the next year, a decision an- nounced a week after the close of the Lloyd George Not Enthusiastic Over European Federation By ‘the Assoclated Press. "MANCHESTER, England, May 21.—David Lioyd George, Liberal leader and former coalition prime ister, has expressed himself in“typical fashion on Foreign Minister Briand's scheme for a union_of European nations. In a speech here he remarked: “If he pulls it off I say, ‘all blessings on his intellectual brow,’ but I venture to sty that as Jong as the nations of Europe maintain and _multiply _tariffs against each other the idea of a futile and negative.” London disarmament conference, Will | = give this kingdom an effective navy of 405,400 tons. Four cruisers, two each of the 8-inch and 6-inch classes, and one large sub- marine recently were launched. They‘ totaled 32,000 tons, The program for the year includes 22 submarines, four of them being of the 1,390-ton ciass. When this program is completed, Italy will have 54 subma- rines, equivalent to 45000 tons. This figure puts her only a little behind the greater powers—America, England_and Japan—who agreed at London to keep their submarine armament to 52,700 tons each. Ttaly declares she has need of these submarines because of her long coast line. The undersea craft would be able to protect her cities along the coast, such as Naples, Genoa and Venice, from attack by enemy warships. In 1922, when Mussolini came into power, Italy had a global tonnage of 190,000 in fighting ships. In the first few vears of his regime the Duce was busy consolidating his power internally. Then he turned his attention to the navy. In the 7' years of his incum- bency 114,500 tons of war craft have been launched, bringing the present tonnage total of ships actually on the sea to 304,500. In the various ship yards of Italy 57,500 tons are under construction, This rapid growth has brought cries of “Italian_imperialism” from abroad. But the Italians point out that all their construction is destined for defensive purposes—submarines, for instance. Coast Artillery Officer Won Silver Star for Gallantry. Col. Frank S.
