R., February 15. —Tax collections are playing an ime portant part in the redistribution of wealth within the Soviet Union. The | recent energetic levying of taxes on persons engaged in private trade has already realized more than $50,000,000, but the commissariat of finafice is now revising those levies with a view to still larger revenues for the treasu: Few repmen, or private traders, are able to pay the imposts in cash, so that private property is coming in instes Wearing apparel, crockery, sewing m chines and musical instruments as well as household furniture and jewelry or houses are being seized,by the thor- oughgoing tax collectors. Articles Sold by Government. Cash thus seized accrues directly to the treasury, but the eclothing and chinaware and other household objects are being sold through governmont stores to trade unionists exclusively. Thus many clothes or use dishes and stoves once belonging to the nepmen, while the un- happy dealers are now among Russia' poorest citizenry, vying with the dis- possessed kulaks or richer peasants in degree of poverty, and both classes have been evicted from their lodgings. ‘The original total levy on Moscow dealers was 9,000,000 rubles ($4,500,000), but on reconsideration the commissariat of finance is raising its demands to 31,000,000 rubles ($15,000,000) and a similar increase is effective every- where. Death Knell to Private Trading. Taxation, together with eviction from quarters, the withholding of goods for prlv:he merchandising and the denial of transportation of such articles on the rajlways has sounded the death knell for private trading. But the com- missariat of finance sees that the nep- men terminate business with a mini- mum of wealth in any form by taxation Wwhich is almost confiscatory in propor- tions.
