FINANCIAL, SAG IN BUSINESS HAS REACHED LINT Europe Reports Improvement in Economic Conditions in Some Countries. Special Dispatch to The Star. NEW YORK, February 8.—Cable dis- tches to The Business Week give the following newsy survey of business abroad for the week ending February 8: Burope—The business sag seems to bave reached a limit in some countries, and here and there economic improve- ment is manifest. A general easing in money has begun to relieve local credit congestion, notably in Germiny. The trend toward agricultural tariff pro- tection, primarily for cereals -and live stock, is growing among agricultural- industrial countries, like Germany, France, Czechoslovakia and Austria, ‘where the underlying motive is to m'tflhen farm buying power, which, though indispensable to lasting indus- trial prosperity, has recovered less than an~ other class of wealth since the war. Business organizations generally are offering strong opposition to the pro- gram which will come before the tariff truce conference when it opens this month. The inter-European steel car- tel has reached an agreement for six months of experimental concentration of e through its own sales offices. The international pipe cartel has agreed to extend its co-operative program in its present form for an- other 10 years. Business Is Skeptical. Great Britain—Business is skeptical over the value of the new Government Economic Council, but pleased with the Bank of England’s appointment of ag- gressive advisers to its own board and to the board of the Securities Trust. Assurance of financial support from the government by J. H. Thomas, min- ister of unemployment, has renewed agitation and plans looking toward amalgamation within the Lancashire cotton industry. The annual reports of Britain's Big Five Banks characterize the last bank year as good and pros- pects for the coming year as bright. Sterling exchange continues to drop. ‘The coal bill has reached a deadlock. ‘There has been a perceptible slow- down from the recent high activity in the coal industry, but shipbuilding is picking up. New orders have been placed for nearly 200,000 tons, largely tankers. BANK STOCKS REGISTER INCREASE IN JANUARY ‘The bank stock market registered a ,ndunl recovery during Janua: clos- ing at the highest level of the month and at the highest average price reached since the crash, with the excep- tion of December 7. According to the ‘weighted index compiled by Hoit, Rose & Troster, bank stock specialists, the average for 14 leading bank stocks opened in January at 172, the low point for the month, rose to 179 on January 24 and closed at that figure on_January 3 by | Excellent earnings reports, merger | rumors and resultant revival of public interest are held responsible for the improvement. NEW YORK, Feb 'y 8—While the week's crop of business indicators re- flect continued trade slackness and hesitancy, fundamentally the most re- assuring factors in the whole situation are the continued strengthening of the banking position, the easing of money rates and the fairly steady improve- ment in security markets, says the Business Week in_its report covering the week ending February 8. Steel production, according to fig- ures being given out, continues to gain 80 rapidly that the lost groynd since the stock market crash has aBout been recovered, and there is some curiosity as to whether there will be very much more left to recover this month uniess % | general trade conditions improve faster than they do. The factors underlying steel recovery have not yet made them- selves generally felt.
