Court congestion will be relieved and crimi- nals will have less chance of escape through delay and technicality. “State and local enforcement must be strengthened. Too much civic ap- athy is attached to local enforcement, but State enforcement codes in the main are stronger than the national prohibition act. Mrs. Sara L. Oberholtzer, 89, Was Friend of Whittier. PHILADELPHIA, February 4 (#).— Mrs. Sara Louise Oberholtzer, 89, poet and author and intimate friend of John Greenleaf Whittier, died at her home here Sunday. She was the author of a novel, “Hope's Heart Bells” and of many pamphlets and magazine articles. She also wrote the “Burial Ode” which marked the funeral services of Bayard ‘Taylor.
