According to the monthly review pub- lished by the Federal Reserve Bank of Richmond, department store sales in this Federal Reserve district in 1929 amounted to $104,- against . $101,723,680 in . 1928, a gain for the year of $3,261,~ o 20. On the other - £ hand, the Federal Reserve Bank re- . ports a_ decline in wholesale trade ¢ during the year. S Wholesale trade i dropped from $79.- 695,201 in 1928 to $68.503,112, decline’ of 192,089. Both tobacco and cotton Dro- winiam J. Fia duction in the dis- trict in 1929 was larger than in the preceding year. Debits to individual accounts were larger, more cotton was consumed in the district’s mills and there was a slight betterment in the total amount involved in commercial failures. A decline in employment is seen in the past six weeks, due to seasonal in- fluences, the survey states. Textile mills in December, the Richmond report states, consumed less cotton than in the same month last year, but for the year there was a gain. Coal produc- tion in December was better than in December, 1928, The tobacco market was reported strong, with prices better than earlier in the season. Irish potato growers, on the other h received approximately °three times as much per bushel for their 1929 crop as they did in 1928. Building operations in December were 40.5 per cent lower than in that month of 1928. Richmond and Balti. more_reported increases, but Washing- ton, Norfolk, Winston-Salem and Char- X were off, the decline in Washing- ton being nearly $5,500,000. Last week the Federal Reserve Board #n Washington reported that retail trade in this district in December, 1929, was 1.6 per cent above December, 1928. The report also showed that it was better than any of the 11 other Federal Re- serve Distxicts. The comparative steadi- ness of the Government's pay roll in ‘Washingtan undoubtedly accounts for this happy condition, the national de- pression since the stock crash being felt much less severely here than elsewhere. Flather Holds Amazing Record. William J. Flather, vice president of the Riggs National Bank, was today re- ceiving congratulations on rounding out 53 years of continuous service with the Riggs National Bank, a remarkable record. His long connection with the bank is exceeded only by that of Charles C. Glover, chairman of the board, now inactive because of il health. It was on February 4, 1877, that Mr. Flather became connected with Riggs & Co. as a messenger boy. He advanced steadily and remained with the original company until the firm was converted into the Riggs National Bank in 1896. Many years ago Mr. Flather was ad- vanced to the vice presidency. Mr. Flather is in excellent health, is at the bank every cay and turns off more than his full share of work, the 53 years in banking apparently resting lightly on his shoulders. During his long career he has naturally come in con- tact with a great many prominent bank- ers and other financiers of national as well as local fame. Few bankers in the city are in closer touch with local finan- cial conditions or are better informed on all the latest moves in the banking field. New Record for American Ice. From the standpoint of both sales of fce and earnings, American Ice Co. established new high records in 1929. In the face of exceptionally unfavorable weather during August, last year, ice tonnage showed a net gain of 119,000 tons and net income was up about $300,000, equal to about 50 cents a share on _the common stock. Year's net will be around $3,550,000 or about $4.40 a share on 600,000 com- mon shares, after allowing for dividends on the 150,000 shares of preferred stock. ‘This would compare with net income in 1928 of $3,252,362, or $3.92 a common share, and with $2,651,090, or $295 a common share, in 1927. Such earnings will include nonrecurring income of ap- proximately $225.000 received as profit on sale of properties. Earnings from operations, however, were in“excess of those for 1928. Institute Nears Member Goal. ‘Washington Chapter, American Insti- tute of Banking, has recorded about 250 registrations for the second semester, according to the chapter president, A. E. Henze. About 20 more students are needed to equal last year's enroll- ment, and it is expected that this num- ber will be reached in the next few e chapter has sent out invitations for the coming twenty-fifth annual din- ner, which es place at the Willard on evening of February 22. An at- t 1ce of over 800, which is capacity, is ipated by the committee in charge. Many out-of-town guests have already accepted invitations to be present Much interest is already being mani- fested in the first institute forum of the season. A review of Warner Brothers will be close- 1y studied in Washington, as this com- pany owns the Stanley Co. which in- cludes the Crandall theater group in this city. Business Dull on Exchange. A sign, reading “game called on ac- count of rain and wet grounds,” might have been hung on the door to the palatial trading quarters of the Wash- ington 'Stock Exchange today. Busi- ness was confined to six transactions, all but one in bonds. Washington Gas €s, series B, sold at 105, while $1,000 Gas 6s, series A, changed hands at 10315, Capital Trac- tion 5s sold to the extent of $500-at 93 and $1,000 at 93%. Two small stock sales were recorded in Potomac Electric Power 6 per cent preferred at 112. The anaual report of the Washington Gas Light Co. ap- parently made a strong jmpression. When the market closed today the bid gr.lse was still 107 and the asked price advanced to 130, an unusually wide-quotation spread. 131% 32 21 % 10% 2915 100% 282 60 32 21% 8314 12 45% 500 14% 6819 131% 82 9614 1081 2 914 101% 8% 83% 364 50% 112% 314 225% 467 273 81% 6% 90'% 37% 238% 170 803, 62% 104% 39% 237 4% 34% 116 119% 24% 113% 16% 56% 72 4 6714 41% 1% 27 16% 718 147% 20% 23% 26% 37% 12 105% 50% 44% 22 95% 6914 T1% 202 3215 249% 120 63% 75 55% 34% 5 65% 14% 53% 107% 102 120% 28 652 125 40 ¥ 80% 107 31% 195% 31% 22 Abitibi Power & Pap, 27% 2314 Adams Expr (1.60) 201, 8515 Adams Exp pf (5). 86 3 Adams Millls (2)..0y 231 11 Advance Rumley...; 19 22 Advance Rumley pf. 14 Ahumada Lead. 118 Afr Reduction (3). 21 Alr Way ELAp(2%). 1% Ajax Rubber. 7% Alaska Juneau. g1 Albany I W Paper. 23 Alleghany Corp.. 9515 Alleg Corp pf (5%).. 255% Allied Ch & Dye(n6). 491 Allis-Chalmers (3).. 30 Alpha Port Cemt (3). 18 Amerada Corp (2)..s 77 Am Bank Note (13). 7 Am Beet Sugar.....1 40% Am Bosch Magneto. . 46% Am Brake Shoe(2.40) 8% Am Brown Bov Elec. 60'5 Am Brown B E pf(7) 117% AmCan (4).... 78% Am Car & Fdy (6). 36% Am Chicle Co (123). 26% Am Com Alca(n1.60) 35 Am European Scc 88% Am & For Power. 5 9 Am & For Pw pf (6). 107 Am&Forn Pwr pf(7) 19% Am Hawalian S 8 (2) 55% Am Home Prod(4.20) 3614 Am Tce Co (14).....1 356% Am International (2) 2 Am La F & Foamite.. 30 Am La Fr & Foam pf 7 100 Am Power & Lt (31 Am Pow & Lt pf (6).. BY STANLEY W. PRENOSIL, Associated Préss Financial Editor. NEW YORK, February 4.—Prices of the main body of stocks moved higher in today's session of the New York Stock Exchange, but weak spots cropped out now and- then, giving the market the appearance of irregularity. Trading showed a marked falling off in volume, but this may have been due, in part, to power trouble which temporarily halted the operation of thousands of tickers in New York and some of the other Eastern cities. German Bank Rate. Cutting of the German Reichsbank’s rediscount rate from 61, to 6 per cent, following a cut from 3! t0 3 in the Bank of France rate last week, is believed 0 have increased the possibility of lower Bank of England and New York Federal Reserve rediscount rate. Call money renewed unchanged at 41; per cent with the demand for Federal Reserve funds indicating the absence of any large sup- ply of funds available in New York. ‘Wall Streét also found encouragement | Ch in the decline in Stock Exchange mem- ber borrowings last month and the sharp drop in securities loans shown in the weekly Federal Reserve condition statement. A number of excellent 1929 earnings reports made their appearance during the day, Pressed Steel Car and Remington Rand making unusually fa- vorable comparisons with the year be- fore. United States Steel common, leader of the recent advance, continued to en- counter rather strong selling resistance, selling as low as 18015, rallying to 183, and then falling back below 182 again. Heavy buying of Radlo, ‘which crossed 38, indicated the partial retreat of an overcrowded short interest. General Motors and Chrysler, which are be- lieved to harbor a large short interest, also were in brisk demand. NEW YORK, February 4.—Bon| prices worked slightly higher today un der a moderate volume of buying chiefly attributable to savings bank and for forelgn account. The transfer of large sums of mone; from London in the past few days § an indication of the extent to whicl English investors have followed the lea of London brokerage houses, which an convinced that recovery here will ante date that of London by at least thra, months. Money was firm today, with tim money still quoted at 4% to 5 per cen for the longer terms. The feature of the market was th strength of French bonds. The 7s wen to a new high at 116 and the 7'x touched 123, a gain of nearly 2 points Both levels are record high prices. Th heavy buying, both from overesas an( for American investors, is doubtless du to the substantial yield of the bonds. The 7%s have an advantage in tha they are not callable. There are abo $60,800,000 outstanding and they ai due in 1941 and therefore give a yiel( to maturity of better than 5 per cen nndt & current return of over 6 pe cent. The 7s are callable at 105, drawin, taking place each year for $4,200,00 At present there are about $78,700,001 outstanding. The yleld to maturity is about 5, per cent, but the investol takes the chance of having his bon( drawn for redemption within a year o two, in which case his yleld would b materially reduced, South American bonds continue thed slow recovery, Cordoba City 7s were i point higher, point mpany has jus floated a $14,000,000 loan in New York The loan matures in 1,000 years and ha the distinction ‘of being one of thre loans with that length of term or more others are Canadian Pacific deben tm;l:; -nddnrm:h eomols.bo -grade lomestic nds wer strong at the opening, but sagged ii later trading.
