Turning to a consideration of sav- ings effected by sound city planning, the report said: “An example of the economic importance of planning the street system is afforded by the ex perience of the commission with th highway plan and by special studies o possible savings by changes in the plan. Savings result from such factors as re- uction in the area withdrawn from taxation, less paving, curbs and side- walk space; fewer street lights, shorter mains for water and sewer and cheaper delivery of mail or collection of trash. l’)lll‘rfllee in Cost Revealed. “An analysis of two typical areas within the District of Columbia—one suited to detached houses and the other zoned for row-house development, re- vealed the possible difference in cost of improvement and maintenance between the old gridiron rectangular system of streets and a new plan following the topography and with blocks as long as 1.100 fect. When this difference was applied to similarly situated areas in other parts of the District, it appeared that the general adoption of the policies involved would make possible savings of over $3,600,000 in the first cost of im- provement and of over $333,000 in an- nual maintenance. “The commisison has already made 62 changes in the highway plan with the co-operation of the District Com- missioners. Of these, 11 have been.ap- proved during the fiscal year covered by this report involving areas over 448 acres in extent.” “The experience of the last few years in regard to the treatment of valleys where ‘improvements’ and filling have ot yet destroyed their natural charac- er indicate that substantial savings for the public may result from purchase of strips of land along the stream in A A A A AN order to (1) provide attractive recrea- tion areas, (2) to avoid the necessity of filling the valley and destroying the trees, (3) to save the cost of storm- water sewers, and (4) in some cases to provide for the location of through routes of parkway travel” the report said. All of these purposes were served by the acquisition of the lower valley of Rock Creek. The first three were served by the purchase by this commis- sion of the valley of Soapstone Creek. Unfitted for Real Estate. “It 15 needless to point out the fact that many of the ravines and steep val- leys of the District are unusual for their scenic beauty and for their rich cloth- ing of large trees. Many streams are so located that it would be a very expensive proposition to develop the land near them for ordinary real estate speculation. The cost of filling up the valley and the uncertain- ties of settling fill make real estate operation in this kind of valley & very doubtful economic procedure. “The cost of construction of storm sewers in these valleys in many cases would exceed the cost of purchese of the whole valley. In fact, in the two cases above mentioned, Rock Creek and Soapstone Valleys—this has proved to be the case For the connection of Rock Creek Park with Potomac Park. the United States has acquired, or wil acquire, 159.9 acres at a total cost of approximately $1,900,000. This cost shouid be compared with the estimated cost of a sewer for Rock Creek, which was estimated some years past at a figure of approximately $6,000,000.
