Thomas Hef- lin from the 1930 Democratic primary by barring the candidacies of those who did not support the party's presi- dential nominee last year, today was confronted with the prospects of com- bating independent campaigns by Hef- lin and others affected. Hugh A. Locke, Birmingham attorney who has announced his candidacy for governor and who also was counted out of the primary by the committee ruling, said he still would make the race. outvoted, 27 to 21, in balloting on the ruling yesterday as “Progressive Dem- ocrats.” He added: “A conference of these Progressive Democrats who attended the meeting of the executive committee. has called a State-wide meeting in Birmingham, De- cember 20.” Locke declared plans for his race would be completed at that time. All candidates for Federal, State, dis- trict or circuit offices who “bolted” the presidential ticket were excluded by the committee from the primary next Au- |1ng county offices was left to county | committees.
