Prices held steady in active trading on the Washington Stock Exchange to- day, fully half of the transactions again beipg- in, bonds. Apparently Secretary Mellon's advice is being followed far marp, closely now than when he gave it several weeks ago. “FThe bond issues appearing on the boamd - teday. were Potomac_ Electric Power 6s, Washington Gas 5s, Washing- topGas 6s; series A and series B, Wash- ington ‘Railway & Electric 4 and Ana- costia & Potomac Railroad 5s. Recent price levels were maintained, and the largest turnover was in Raillway & Elec- tric 4s. In the stock division Federal Ameri- can National Bank sold at 295 and Security Savings & Commercial at 476. Capital Traction figured in small trans- fers at 75, Potomac Electric Power 515 per cent preferred at 104! and 10435, Mergenthaler was strong at 104, Lanston scld at 10714, and Peoples Drug Stores preferred at’ 102. Merchants ‘Transfer & Storage common sold at 111 and the preferred at 99. National Mortgage & Investment preferred fig- ured in a 100-share sale at 33, C. & P. Phone Net Off Slightly. Net increase of the Chesapeake & Potomac Telephone Co. in October de- creased $7.291 from the same month in 1928, the report of operations, just filed with the Public Utilities Commission, shows. Telephone operating revenues for Oc- tober were $714,693, with operating ex- penses of $516,057. Taxes and uncol- lectable amounted to $49,457, making net operating income $149,179. For the first 10 months of the year the company’s operating revenues amounted to $6,897,221. Operating ex- penses during this period were $5,076,~ 277, making net operating revenues $1,820.944. Taxes and uncollectable for the 10 months' period were $495,735, making net operating income $1,325,209. Net additions to outside plant and central office equipment added to the telephone company’s system in the Dis- trict of Columbia for the 10 months ending October 31 amounted to $3,145,- 189. Gross additions for this period were $4.354,337, with retirements of $1,209,148. The company has shown a substantial increase in telephones during the first 10 .months of the year, 7,656 having been added to the system, making 158,- 016 in service at the end of the month. ‘Telephone calls, both local and toll, also show an appreciable increase. ‘Washington Gas Report Filed. The statement of operation of the Washington Gas Light Co., filed with the Public Utilities Commission, showed a net income for October of $56,194.76 and one of $708,755.62 for the year to date. Net income for the month was $30,044 in excess of that for October, 1928, and that for the 10 months a $152,021.88 improvement over the corre- sponding period last year. Financial gains were .also recorded for the Georgetown Gas Light Co., net corporate income of which for last month was $12,087.97, a gain of $1,610.38 over the same month last year. Its in- come for the year thus far is $119,282.50, or $26,845.02 more than the compara- tive period a year ago. Bond Club Hears Thorpe. ‘There was a large turnout of the members of the Washington Bond Club this noon at the National Press Club to hear Merle .Thorpe, editor pf The Nation’s Business, on “Advertising’s Opportunity.” The bond experts were guests of the Washington Advertising Club. Several Washington bankers who are associate members of the bond or-~ tion were present. Mr. Thorpe’s address is coveréd elsewhere in today's Star. His talk was highly entertaining and instructive. Mr. Thm?e believes that the need of the moment is salesmanship, pressure, but intelligent sell nounced that within the past 24 hours he learned that leading publications and advertising agencies had been in- formed of increased appropriations for advertising in the immediate future. So far this month his own publication has gained more than $250,000 in new busi- ness for 1930. Advertising is not the mystery which the layman thinks it is. Advertising comes from the Latin “advert,” which means in its virginity to “turn the mind toward,” or “to call attention to.” We are all concerned with turning the at- tention to what we have to sell, whether it is the services of a housewife, a pro- fessional man, or the commodities of & factory. Selling is no longer the pushing of an article across a counter to an in- quiring customer, who stands ready with the price. The real selling brought the customer to the counter long before the actual sale was made. Selling today is promotion, and to promote means to “encourage, to stimulate, to dignify, to help forward.” At any rate, that is ‘what Noah Webster says it means and the chief tool of selling is advertising, Mr. Thorpe asserted. Treasury Financing Announced. For the first time the United States Treasury will make use of the power granted by the last Congress to issue ‘Treasury bills as a part of the quar- terly financing on December 15. In addition to the bills, which will be offered at discount through competitive bidding, there also will be an issue of certificates of indebtedness. On December 15, this year there comes due a total of $705,000,000, con- sisting of an issue of $268,000,000 cexr- tificates, bearing 4!, per cent, and a second issue of* $437,000,000, bearipg 4% per cent. The leading influence in determining rates on Treasury cértificates is the current yield on’ outstanding obliga- tions. This would indicate that if the certificates were to be issued at present the rate would be a fraction below & per cent. However, conditions in this ;gpigt may change before Decem- Heard in Financial District. Pittsburgh & West Virginia Railroad has filed an amended application with the I. C. PRENOSIL, Associated Press Financial Editar. NEW YORK, November 26.—The stock market ran into a steady stream of selling today which carried a long list of issues down 1 to 12 points. Only a few stocks were able to move the general trend, and these had diffi- culty in maintaining their gains. Trad- ing was only moderately heavy in volume. In the absence of any adverse news developments, Wall Street was inclined to attribute the selling to a resumption of “bear” attacks following the aban- donment of the New York Stock Ex- change’s daily questionnaire demanding the name and amounts of stocks bor- rowed to cover short sales and the identity of the sellers. While this questiennaire was in effect “bear” - ations were rather restricted in char- acter because of the possibility of some restrictive regulations to govern this selling. Copper Stocks Heavy. Coppers were heavy from the start on persistent but unconfirmed reports that producers were having di ity in in maintaining the 18-cents-a-pound price for the red metal, and that any reduction in the price might endanger the dividends of some producers. Wall Street heard a report that an order had been placed for 30,000 shares of Anaconda Copper at 75, and the stock held fairly well just above that level.
