The Dupont Circle Citizens' Associa- tion late yesterday refused to support the Capper-Zihiman bill providing elec- tion of the District School Board by popular yote, When its members agreed to. notify the joint committee for an | elective Board of Education of the Dis-| trict of Columbia that ‘“we. cannot bring ourselves” to the committee’s point of view. Admiral Rodgers recalled that the Dupont _Circle Citizens’ Association in the past has refused approval of any form of franchise in the District, and he pointed out that the Capper-Zihl- man bill would provide a popular elec- tion, which might prove “an entering wedge” for other elections here. Maj. Clayton E. Emig suggested that the association reaffirm its former ac- tion concerning the school board, pro- posing the appointment of the board Commissioners. Admiral Joseph Strauss asked if any- thing were wrong with the present sys- tem of appointment of the school hoard members by the District Supreme Court judges. It was explained :(y the ¢hair- man that the members the bench disliked the task. After brief. discus- sions, during which Admiral Strauss pald tribute to the abilities and charac- ters of the present members of the Board of Education, it was agreed that a communication would be sent to Mrs. Bannerman’s committee acknowl- edging the letter and expressing the opinion that “we cannot bring our- selves” to the committee’s point of view.
