Ambassador Katsuje Debuchi of Japan will be honored by distinguished engi- neers from all parts of the country at a dinner to be given Wednesday eve- ning at the Carleton Hotel by the American committee of the World En- gineering Congress. Recognizing Am- bassador Debuchi’s personal interest and aid in promoting efforts of the Ameri- | can committee to enlist a representative ! delegation of American engineers to at- tend the congress at Tokio in Noyem- ber, the engineers, headed by John Hays | i Hammond, desire to honor the envoy | in this special way. Dr. Sperry to Preside. Dr. Elmer A. Sperry, chairman of the American committee, will preside at the dinner and Ambassador Debuchi, Mr. Hammond and Gano Dunn will address the gathering. Maurice Holland, exec- utive secretary of the committee, will present his report. The meeting of the committee will be the last before the departure for Tokio in the Fall. The dinner, which will be held while the annual meeting of the National Academy of Sciences is in progress, is expected to draw a majority of the 80 members of the American committee, which is under the honorary chairman- ship of President Herbert Hoover. Prominent Guests Listed. Washington engineers and scientists who have accepted invitations to at- tend the dinner include Secretary of Commerce Robert P. By the Assoclated Press SIMLA, India, April 22.—Habibula, otherwise known as Bacha Sakao styl- ing himself ruler of Afghanistan, yester- day issured a manifesto denouncing Amanullah, whom he drove out of Kabul, as an unbeliver and a heretic. He cited 26 heretical acts of Amanullah. which included most of the latter's modern innovations. He declared that Queen Souraya had displayed herself “naked” (because she wore no veil) in a motor car and attacked Amanullah for shaving off his mustache against Koranic injunction. Reviewing the hislary of his rebellion, Habibula called upon all provinces to send r situation with him. T that he had accepted the throne only to serve the cause of Islam, but that if the people are inclined to favor Amanullah, it nevertheless would be his duty to serve the faith and sup- press the disloyal.
