'INGALLS IS FORGED TOLAND BY STORM Representative Edith Rogers, Attempting Flight to Ohio, Returns to Capital. David S. Ingalls, Assistant Secretary of the Navy for Aeronautics, was forced down by yesterday’s hail and thunder storm at Seatons Lake, Ohio, 8 miles from Uniontown, Pa., while flying from this city to Dayton, Ohio, in his Navy Vought 'Corsair biplane, - according to a report received here today. Secretary Ingalls notified the Ana- costia’ Naval Station that he had been forced -down, but would proceed as soon as the weather cleared. Asso- clated Press dispatches from Cleveland stated that he attempted to land in a small . clearing after twice refusing to hait in the face of bad'fiying weather over the Allegheny Mountains. Propeller Is Smashed. According to the Assoclated Press, the Secretary’s plane nosed over in the mud of the field, bending the propeller and smashing the fin and rudder. Ingalls continued by rail to Dayton, where he was to speak today before the conven- g?nbol the Ohio Federation of Women's ubs. ‘The mishap was the first Ingalls has | had since he assumed his new duties | here. Peaslee, president of the Washington Chapter. American Institute of Archi- tects, said this morning in an address to a pre-convention meeting of ihe in- stitute here. ; 1 Mr. Peaslee told the Producers' Coun- | eil, a companion organization, meeting today at the Mayflower Hotel with early arrivals to the institute's sixty-second annual convention, of the need for re- strictions to limit further the height of commercial structures, poinfing out that Pennsylvania avenue. on which many projected Government buildings will front, is fast being invaded by sky- serapers. Mr. Peaslee also is chairman of a| committee of 70 architects appointed by the institute to recommend plans for the future development of the National Capital. At a banquet at the Mayflower Hotel tonight the sixth annual meeting of the Producers’ Council will have as its prin- cipal speaker Gen. A. C. Dalton, former vice president of the Merchant Fleet Corporatlon, United States Shipping { Board, whose subject will be “Problems of the Merchant Marine.” Others who will address the banquet on the general topic of “Co-operation Between Architects and Builders” in- clude John Reed Kilpatrick, New York builder, and Foster Gunnison, another representative of the building industry. The general theme of the institute convention will be the “architectural development of the National Capital.” CONCRETE- WORK BEGUN ON REVENUE BUILDING Skeleton of Structure Expected to Be Completed by First of July. Reinforced concrete work started on the flooring of the Internal Revenue Bullding today as construction forged ahead rapidly. The concrete work will extend throughout all floors of the building, which covers the area between Tg&’l and Twelfth, B and C streets. all the granite needed for the base have arrived and other mate- rials are steadily moving in. ‘The number of men employed on steel erectiton reached 350 today, the largest number yet employed. Eight derricks are working and the ninth was expected to arrive today. Some steel has reached the fourth-floor level. The skeleton is to be complete by July 1.
