DRY UNIT TRANSFER 0PPOSITION GROWS Decision to Postpone Such: Action Reveals Several Interesting Facts. They may be enumerated as, Tollows: i | First, opposition to the transfer is growing. It will be opposed on tech-' nical grounds entirely apart from the wel and dry question, the argument being made that one department should | § not be both constable and prosecutor. Second, to open up the special ses- sion of Congress to a debate on this| item of administration would mean a | general discussion of prohibition with | glenty o opportunity for the wets to! uild up sentiment against the Jones law and other phases of prohibition | enforcement. Mr. Hoover would preteri to let the administrative side stay as it is until the commission can be ap- pointed and begin to function. | | Transfer Is Confused. i Third, the transfer has already gotten tangled up with the question of who shall be in charge of it.
