Rudolphe de Zapp, Director Representing Arts & Decoration, For Beginners' | |ENGLISH REPLACING SPANISH IN MANILA Nominees for .Tudxmry Must Have Working Knowledge of Language. MANILA (®).—The Spanish language is giving ground to English despite the efforts of older Filipinos to keep Span- ish_alive. ‘The latest indication of this was con- tained in a communication from Gov. Gen. Stimson to the secretary of jus- tice in which the executive advised the secretary that nominees for the judi- ciary must have at least a working knowledge of the En?llsh language. ‘The order was in line with the ad- ministration’s policy of encouraging the adoption of English as the sole official EDUCATIONAL. language of the country as soon as pos- sible. ‘This policy, in turn, was prompt- ed by the fact that most of the younger Filipinos speak English, but have a slight knowledge, or none at all, of Spanish. At present both Spanish and English | are the official languages of the Philip- pines. The last Legislature passed a bill extending Spanish as one of the offi- | cial languages of the insular courts until 1940. The measure was vigorously pro- tested by young Filipino lzwyers, who asserted that some judges, by insisting that Lh;flpmoeedmgi of their courts be conducted in Spanish, worked an undue hardship gcn them, since, having re- ceived all their training in English, they did not know Spanish. Gov. Stimson signed the bill, but issued a statement recognizing the merit of the | complaint of the young lawyers and | stating that hereafter the matter would | be dealt with ld.mlnistrnflvel) MONDAY, MARCH %4 1929 nesses that appeared before the federal | riagable ages of girls to 16 and of boys Din Muhammad, a Hindu advo- | The remedies were diversified. | cate, opposed legislation on the subject commttee investigating the subject at to 23.
