T wenty years ago, when President Taft was inaugurated, Woashington was completely cut off from all communication with the rest of the country. The whole East was in the grip of a blizzard. Trains had stopped; all wires were down—both telephone and telegraph. It was a critical situation. The Bell System, accepting this as a challenge, resolved that such a situation should never occur again. To this end, it immediately began plans to give greater protection to its facilities. These plans have resulted in the construction of a vast network of storm-proof cable, connecting most of the larger cities of the country. Many hundreds of miles of this cable run in underground conduits, which afford even further protection for them. These, and other protective measures, provide safe uards against such interruptions to the service as occurred during the Blizzard Inauguration of twenty years ago.
