LOUIS, February 28.—The Gov- ernment was accused of subsidizing in- land waterways and motor transporta- tion and “flagrantly discriminating™ against the railroads, by Samuel O. Dunn, editor of the Railway Age, speak- ing last night at a dinner of the Motor Transport Division of the American Railway Association. He declared that in rendering aid to inland waterway and motor trans- portation, state and Federal Govern- ments had not taken into account that “a great deal of transportation ser- wice is being rendered at an actual cosvl‘ greatly in excess of its nominal cost. The cost of such transportation, he gaid, includes what taxpayers pay for maintaining the waterways and high- ways in addition to what the shipper pays. Use of Highways. “All trafic should be handled by those means which can handle it most economically,” he continued, “there- fore, all motor vehicles, whether owned by railways or not, should be required to pay adequately for the use of high- ways, and, whether used to supplement or compete with railwa vice, they should have both their ce and rates subjected to regula similiar to that applied to the railways. It seems probable the time will come when every railway in the country will find it desirable, in the interest of both economy and of rendering adequate and satisfactory service to its customers, to engage directly or indirectly in ths operation of motor coaches and trucks. “This,” he added, “does not affect the important economic principles in- volved.” He declared that the present public policy with regard to transporta- tlon “cannot be rationally regarded as equitable or economically sound.
