S. for Parks Is Indorsed. ‘The Cramton bill, providing for the advancement from the Federal Treas- ury, {free of interest, of a fund of $16,- 000,000 to the District for the acquisi- tion and development of parks nnd playground sites, was approved this | afternoon by the executive committee of the Board of Trade in indorsing a recommendation by the parks commit- | tee of the organization. John DeLaMater of the parks com- mittee and Fred G. Coldren of the Na- tional Capital Park and Planning Com- mission, which would administer the proposed funds, explained that the sug- gested new method for financing devel- ||opment of the parks system would su- | | percede the present arrangement, un- | | der which the District this current fis- cal year is being taxed $850,000. ‘The $16,000,000 fund to be ad- vanced from the Federal Treasury, it ||was added, would be repaid, without interest, at the rate of $1,000,000 a year. Thus Washington would, under || the new plan, pay an additional expen- diture per year of $1,500,000 over the cost during the current year. W. W. Everett, president of the Board of Trade, expressed the belief that such a plan would mean a saving to the Dis- trict, since desired purchases of addi- tional land could be made in the near future by means of the big sum ad- vanced, eliminating the cost resulting from the gradual increment in values of land sought, often delayed for years under the present plan. Mr. DeLaMater pointed out also that the proposed legislation, aside from making available the sum of $16,000,000, to be drawn from as needed, would exempt the District from interest charges, which, he comvuted, would amount to about $4,800,000, or 30 per cent of the total fund, if the funds aver- aged about eight years in use. He pointed out that the Cramton measure made no reference to fiscal relation questions as between the Dis- trict and the Federal Government, which, he held, would have been un- wise, as it might hold up chances for early passage of the bill. The District would be required to start repayment of the fund in 1931. ‘The Cramton measure also would pro- vide for the development of a George Washington memorial parkway along the Potomac, an appropriation of $7,000,000 as a maximum, no part of which wmud be assessed against Dis- trict taxpaye ‘The mcutlve committee of the board voted to join with other local organi- zations in entertaining March 1 to 10 a group of 150 members of the Young Australia League, composed of Aus- tralian college students, who will stop here on an educational tour of the United States. A luncheon and theater party will be tendered the group.
