Declaring he has recovered his mental balance, Comdr. Charles Treibly, United States Navy, retire veteran of the World War, has filed another petition in habeas corpus for his release from St. Elizabeth’s Hos- pital. He was released a few years ago when the District Supreme Court held that the Navy Department had no authority to commit a retired officer to St. Eliza- beth's without his consent. The Navy Department appealed. The Court of Appeals reversed the decision and Treibly was returned to the hospital. He made another attempt to be re- leased last June, but failed.
