HUGE SHRINKAGE SHOWN IN STOCKS’ PAPER VALUE By_the Associated Press. NEW YORK, December 8.—Paper values of stocks traded on the New York Stock Exchange have shrunk more than $2,500,000,000 during the two days of reactions, it was estimated by observers on the Exchange today. Gen- eral Motors shares alone have depre- ciated more than $300,000,000. Yesterday's market was an erratic one, the great selling moves occurring in the first and last hours. During the first hour of trading nearly 1,000.000 shares were traded in. Then one of the iargest brokerage houses in the Street flashed to its clients: “We would buy standard stocks at the market. We believe that the low prices of yesterday and the first hour morning will stand as the low prices for the month in leading issues.” Immediately this was received over the country the orders began to pour in and the market stiffened. Then call money went down to 9 per cent, as com- rnea to Thursday’s high of 12, and it loked like the day would end well. 1612 lamb. 13. 0. 1 grade, No. tub, | ery, no_quotations: No. 2 vellow, current group of the city's civic leaders today to lay plans for a permanent municipal horns, 21a22; small and poor, 18a20; old roosters, 17a18: ducks, 22a25; small, 18a20; geese, 20a25; guinea fowl, each, 40a85; pigeons, pair, 30. TREASURY WATCH DOG PLANNED IN CHICAGO Civic Leaders Propose Non-Politi- cal Commission—See Annual Saving of $20,000,000. By the Associated Press. CHICAGO, December 8.—-Chicago's financial crisis prompted a expenditures commission to serve as a watchdog over the city’s pocketbook. The shortage in the school board treasury, which necessitated postpone- ment of payment to school teachers, disclosures made in connection with the pay roll of the sanitary district, and expenditures regarded by many as ex- cessive in other city departments led to the present move. George O. Fairweather, chairman of the joint committee on real estate valu- ations and a leader in the plan, esti- By the Associated Press. Sudden cessation of the flood of warnings against credit overinflation and of much of the worry over the credit situation attending the enormous increase in stock trading during the past few months appears to have been due, in part at least, to purchase of ac- ceptances by Federal Reserve banks. | Funds thus released by the purchase |since September of more than $200,- 000,000 in acceptances in the open mar- ket met the Autumn demand for cur- rency and reserve credit and enabled member banks to reduce their indebted- ness to the Federal Reserve, discounts in October falling below the $1,000,000,- 000 level for the first time since June. Conditions in the money market have become somewhat easier as a resuit, the board says, notwithstanding recent - creases in the outstanding volume cof member bank credit. ‘The increase in Federal Reserve hold- ings is larger than usual this Autumn, it was said, the higher level of money rates encouraging bill dealers to reduc> their portfolios. Another factor has been the sale of dollar acceptances in the American market by foreign central banks. The board suggests that the earlier tightness of the credit situation was due to the fact that member banks met in 16 months a demand for nearly $500, 000,000 of gold for export and were forced to make up this loss of reserves by additional borrowing. This was augmented by continued sale of United States securities by Rescrve banks. While a larger part of the growth of credit demand has been for loans on securities, the total increasing $700,- 000,000 between August 22 and the end of October, loans for commercial pur- poses in October reached the highest level in eieght years, MONTGOMERY JAIL TO BE ON COURTHOUSE Combination Building Decided Upon as Result of Visit by Com- mittee to Other Communities. Special Dispatch to The Star. ROCKVILLE, Md., December 8.—Al- though the county commissioners sev- eral months ago purchased, at a cost of $10,000, a site in Rockville upon which to erect a modern jail with the proceeds of the $50,000 bond issue re- cently floated by the commissioners, the lot will not be used for such purpose. The county will have a new jail on top of the Rockville Courthouse, when the courthouse is reconstructed next vear, and for which the county com- missioners sold, during the Summer, $250,000 in bonds authorized by the last Legislature, The combination building was decided on as a result of a recent visit to half a dozen or more towns and cities in North Carolina by members of the courthouse building committee and oth- || crs, who ascertained from observations and talking with officials that a com- bined courthouse and jail is desirable from the standpoint of convenience. economy and every other consideration. The two bond issues will make avail able over $300,000 for the combination | |f structure. It is believed the building can be constructed for less than that amount. T. S.
