CANTON, November 12.—The Canton government has confiscated two_small boats owned by the Standard Oil Co. of New York, for failure to pay a speci- fied tax. The boats and their cargo of 23,000 gallons of kerosene are valued at_approximately 55.000 gold dollars. In addition to seizing the boats and cargo, the government has notified the American counsel that a fine of 13.000 gold dollars will be levied on the own for violating revenue regulations. Standard Oil officials appealed to the American consulate and naval authori- ties for protection, but it is understo the Navy will not use force in retriev- . ing the boats as it is believed that such action would result in a general boy- cott of Amprican goods. SHANGHAL China, November 12 (#). —Cases of Chinese officials conficating Standard Oil Co. boats and products en route to the interior on allegation of insufficient payment of taxes are be- coming frequent in the Yangtse Valley, although none previously had been on the scale of the Canton incident. The scizures follow attempts of tax officials to collect greater revenue and responsible circles consider the action virtual robberies. The Nanking govern- ment, however, seems powerless. The Standard Oil Co. of New York has compromised past cases by paying a fine usually amounting to about 25 per cent of the sum demanded. Louis’ Basic Creme National Foreign Trade Council in an Armistice day review of international trade announced yesterday that world- wide commerce, notably that of Europe, “definitely has embarked on a new growth at about half the rate of progress it made before the war.” Taking stock of world trade on the tenth anniversary of the close of the war, the review said that during the last two years Europe has increased its foreign trade faster than any section of the world and has made up all but 10 per cent of its 1910 volume of ex- port trade. In two years, the review added, Ger- many has increased its exports from 58 to 72 per cent of its pre-war volume and has passed France to become the world third largest exporting nation. Exports of the United States, accord- ing to the review, increased during the same period from 31 per cent above the 1913 volume to 38 per cent.
