RETIRED MISSIONARY DIES AT HYATTSVILLE @ecial Dispatch to The Star. HYATTSVILLE, Md., October 31.— Rev. Henry Richards, for 40 years o missionary to the |African Congo, died at his. home, 9 Cakroll avemue, vester- day. He went te Africa in 1897, hav- ing retired about nine years ago. was connected with the American Bap- tist Foreign Missionary Society. In 1886 Mr. Richards married Miss Mary E. Cole, who died in December, 1924. ‘Together they established the flourishing mission of Danza Nanteke. He saw that part of the Congo change from savagery to Christianity and civilization. Newman in Circuit Court yesterday fined George Wagaman of Emmitsburg, Md., $250 and sentenced | him to jail for three months for driving an automobile while drunk. Dr. Lawrence Boyd Evans, lawyer, writer and for the past 10 years counsel to the Brazilian embassy here, died at the Cosmos Club, where he made his home, yesterday. Death was ascribed to heart disease. The Brazilian Ambassador, Senhor S. Gurgel do Amaral, declared today that Dr. Evans’ death is a great loss to our service. Dr. Evans was born February 3, 1870, at Radnor, Ohio. He was a nephew and the adopted son of Prof. Edward P. Evans, noted Orientalist. He was edu- cated in the high school of Ann Arbor, Mich,, the University of Michigan, the University of Chicago and at Harvard Law School. Subsequently, he was professor of his. tory at Tufts College, from 1900 to 1912. A student of history, he was elected | president of the New England History Teachers' Association, serving in 1902 and 1910. During 1912 and 1913, he served as president of the National Conference of Church Clubs. Among other positions he had held was that of special counsel to the United States Shipping Board, in charge of codification of United States navigation laws from 1920 to 1924. He was the author of “Writings of Washington,” “Leading Cases of Ameri- can_Constitutional Law,” “Samuel W. McCall, Governor of Massachusetts, and “Leading Cases on International Law Dr. Eyans was a member of the American Society of International Law, the International Law Association, the Cosmos Club and the Protestant Epis- copal Church.
