10- CHECK-UP BEGUN ONGAS VALUATION Utilities Commission Starts Study of Figures of Com- pany Engineer. With a day's halt in the gas valua- tion proceedings, the Public Utilities Commission today began assembling the picture of the property values claimed by the Washington Gas Light Co., which have gone into the official record in the first two weeks of the public hearings. The appraisal as outlined by R. O. Luqueer, the company’s engineer and major witness, totals $27,444,810, which is approximately $11,000,000 in excess of the existing valuation on which present ges’ rates are based. To this amount will be added later Luqueer's valua- tion of the Georgetown Gas Light Co., a subsidiary of the Washington com- pany, which is expected to bring the total figure above $30,000,000. Comprise $7,000,000 of Total. The intangibles ¢laimed by the Wash- ington company alone make up more than $7,000,000 of the $27444,810 total. One of the largest items in the intangible list is a theoretical $3,000,000 value for ‘“going concern,” which People’s Counsel Ralph B. Fleharty has announced he will attempt to have scaled down when he begins cross-ex- amination of Luqueer. Going concern value is always a hot- ly contested point in all valuation pro- ceedings. When the hearings are resumed to- morrow, Luqueer will testify to depre- ciution, another item of which there is a wide disagreement between the com- pany's figures and the estimate by Fle- harty of “what is proper.” Items in Valuation. ‘The various items that make up Lu- queer’s total valuation figure include $18,207,520 as fixed physical proper $650,000 for materials and suppli $900,000 for working capital; land, $2,- 895,030; undistributed general costs on land, which incidentally is another name for “overhead,” $528,530; cost of financing, $1,263,730, and going concern value, $3,000,000. ‘The hearing today was postponed to permit the commission to hold an exec- utive meeting to dispose of a number of pending formal cases, the principal ones of which are the applications of the Washington Railway & Electric Co. for authority to establish a 2-cent transfer charge between busses and street cars at Fifteenth and H streets northeast and the Capital Traction Co. for permission to make a uniform trans- fer charge between busses and cars at Seventeenth street and Pensylvania ave- nue southeast. 252 BUREAUS.
