PHILADELPHIA, October 31.—The greatest police shake-up in the history of American municipalities, so extens' that it will amount to the formation of nearly an entirely new force, is planned by Mayor Harry A. Mackey in an effort to rid the bureau of “grafters” as re- vealed by the grand jury investigating organized lawlessness and police cor- ruption. | After ordering the suspension and | #rial by the Civil Service Commission of three police inspectors, 18 captains and one detective, declared “unfit to hold any public office” by the grand jury, S the mayor announced today that he h worked out plans for a complete re- organization of the bureau of police. The reorganization will include a re- | vision of the boundary lines of police | districts so that they no longer will correspond with the borders of city wards. This was suggested by the grand jury. Mayor Mackey's plan contem- plates the dismissal of every member of the force against whom even a sus- picion of dishonesty has been directed by the grand jury and the dismissal or demotion of every man not exposed by the investigation, but whose record shows derelictions of duty and inefi- ciency. The mayor said his reorganization plan would be put into effect as soon after election as possible. To do so earlier, he said, might, in view of the vote expected, result at the polls. Mrs. Ruth Owens Murphy, formerly employed in the Bureau of Engraving and Printing, was awarded a verdict of $2,000 damages against the' District of Columbia yesterday by a jury in Cir- cuit Division 1, before Justice Stafford. Mrs. Murphy was struck by a surface truck of the city government February 8. 1921. at an entrance to the grounds of the Department of Agriculture and was injured seriously.
