Unexpectedly allying _himself with Representative Davis of Tennessee. the chairman of the House committee in charge of radio legislation, Representa- tive White of Maine, is now favoring the passage of the “redistribution clause” in the radio bill. This presages a bitter fight when the bill comes to the floor of the House ‘Thursday under a special rule obtained by Mr. White from the rules committee. With its appeal to sections not now having many radio stations and to in- terests sccking to bulid uew stations. there is every likelihood that the House bill will be passed after the limited three hours of debate allotted to it on Thursday. The main feature of the bill is Ihr extension of the functions of the Fed- eral Radio Commission for another year. The redistribution clause re-| quires that there shall be an equal al- location of stations. wave lengths and powers to each of the five radio zones of the country. It is an interesting fact that Judge Sykes, a Mississippi Democrat, who is acting chairman of the Federal Radio! Commission, does not favor the equal distribution clause. although Mr. Davis wrote it avowedly in the interest of the | South. Judge Sykes estimates that there are no more than 15 applications for new construction permits in the South, and he doubts whether the people of his | section want more stations added to clutter up the air there. 1 Nor is Senator Dill in favor of the| clause, believing it to be impracticable from s technical standpoint. He does think there might be a more equitable distribution of station powers, and he holds no brief for the Federal Radio| Commission for failure to act on this score.
