POLAND OUTLINES FINANGING PLAN Explains Stabilization Pro- gram Which Includes Choice of American Adviser. The Polish government through its legation here yesterday made public further details of the program of sta- bilization for the improvement of the country’s international financial rela- tions and internal economy. Two principal features previously announced include the floating of a an in Europe and tes, and the appoint- ment of Charles S. Dewey, now As- sistant Secretary of the United States Treasury, as financial adviser to the Polish government. The program in brief, said a state- ment from the legation here, “pro- vides for the legal stabilization of the currency, a return to the gold stand- ard, the appointment of an.American financial expert as adviser to the gov- ernment and the Bauk of Poland, and an international loan of $70,000,000.” Consults Financial Experts. The program, it was explained, had been developed after prolonged con- sultation and discussion with a_num- ber of financial experts in the United States, Paris and Warsaw. “The budgetary and administrative provisions of the program,” said the statement, “provide for a balanced budget with substantial surpluses, a system of monthly budgets and cen- tralized control over the expenditures s state organization, re rernment of bor purposes and 75,000,000 zloty re- insurance against contin- The monetary feature: gram embody those measures which monetary experts throughout _the world agree are most perfectly adapt- ed to ensure the maintenance of a suitable currency. The Bank of Po- land is constituied the only note is- suing body, the government renounc- ing its right to issue currency notes. Its notes are established upon a gold basis and provision is made for the issue of notes only in accordance with rigid reserve requirements. High Reserve Ratio A&mmd. Upon the inauguration of the pro- gram the Bank of Poland will have one of the highest reserve ratios of any central bank. In addition, the Bank of Poland has available a credit arranged in its favor by the banks of issue or reserve banks in the follow- ing 14 countries: Austria, Belgium, Czechoslovakia, Finland, Denmark, England, France, Germany, Hungary, Italy, Netherlands, Sweden, Switzer- land and the United States of America. Distribution of Loan Fund. “Of the proceeds of the $70,000,000 Polish loan over $8,000,000 will be used to increase the capital of the Bank of Poland, $15,000,000 to replace one-half the outstanding treasury circulation with Bank of Poland notes and £10,000,000 to convert the remain- of the pro- * ing treasury circulation into silver coin. About $3,000,000 will be used to retire the treasury’s floating debt, and about $8,000,000 as a treasury resérve. A bronze rose, one of the few of this type ever germinated, has been found among the 1925 seedlings at the Department of Agriculture ~green- houses. The bush bearing flowers of this 0dd color came from a seed out of a pod obtained by crossing two red hy- brid tea roses, the Templar and the Gunston Hall.” The only other rose approaching a bronze color, and by no means so closely as the present specimen, is the Mme. Dreux, a French rose of rather weak growth. Flower Is Not Good, The blossom of the new bush re- tains its color when fully opened, but the flower is not particularly good and rose experts at the,Department of Agriculture greenhouses predict that it will be most valuable, if it retains its present promise, as a novelty rose for florists, picked and sold in the bud. The rose will be propagated from cuttings and trled out for two or three Another curious seedling bears a shell.pink blossom, although its par- ents, the Claudius Pernet and an un- named seedling, both were pure yel- low. From the sunflower yeliow Claudius Pernet and an unnamed red seedling a dark red rose was obtained, which has the defect of rather weak growth. From the partially bronze Mme. Dreux and the white-tinted Mme. Butterfly an exceptionally fine shell-pink seedling was obtained. White Rose to Be Tried. The efforts of the department spe- clalists in rose breeding this Winter will be devoted to an effort to produce a white greenhouse rose. None of the present white roses are at all satisfac tory. The one almost exclusively u by florists is the white Killarne which has the defect of growing poor- ly and is afflicted badly with all the fungous diseases such as mold and black-spot. Correspondence of The Star. GARDNER, Calif.—Bumming his way from Los Angeles, Arthur Maillet, 15-year-old runaway, arrived last week in Gardner. His uncle, Joseph Rich- ard, has taken the boy in pending disposition of him. Last month Chief of Police Shay received a telegram from the police of Buffalo saying they were holding the boy, who gave his address as 112 Nichols street, this city, for in- structions. Local police thought he wag still in Buffalo when he walked into town. He had escaped from the Buffalo authorities, boarded the first freight train east and by devious routes worked his way to West Min- ster. He stayed in the woods over- night and completed the trip here. ‘The boy, who, in spite of his youth. has a formidable police record here, left with his parents for Los Angeles four years ago, and had been living there until his propensity for wan- dering compelled him to the road again. As there is no specific charge against him at this minute, the police are leaving it to uis relatives to de- eide what shall be done with them. .
