In the national contest, however, Miss Carlson was the last of seven speakers. From the resuits of previous con- tests, it would appear that the posi- tion of the respective speakers has no‘effect upon the judging. In 1924 the first speaker in the national won first place; in 1925 the third speaker captured first honors; in 1926 first honors again went to the holder of third place, while in 1927 the seventh orator on the program was adjudged winner of first honors. Representatives of the Army and Navy will be relied upon again to en- force the 10-minute time rule for each speaker. They are Rear Admiral Luther E. Gregory, U. S. N., chief of the Bureau of Yards and Docks, and Brig. Gen. Thomas Q. Donaldson, U. S. A., commanding general of the troops of the District of Washington.
